In the mirror universe the borg there do run and are aggressive as hell (I.e. They attack you as soon as you go near them instead of waiting till your a threat) this could be because the Borg king there is noonian Soong.
They assimilated some fast zombies from some of the lame postmodern examples of the genre. We might have to send them Romero to get them acting properly again.
Sorry, but slow, stupid zombies just aren't as scary as the fast moving, semi-intelligent ones.
If Romero style zombies attacked, it would be so easy to defend yourself and escape.
Not so much with the fast ones.

You'd think, for a bunch of both biological and technological hybrids who travel the universe and incorporate other species (most of which likely can run) into their collective, they'd have maintained the ability to run themselves.
The ultimate goal of the Borg is perfection, yet they can't run much. Epic Fail if you ask me. :P
They also didn't always attack on sight. They've evolved to something a bit different at this point in history. Remember the Nimoy voiceover as you enter Borg space. Something like "These were not the nightmares of Wolf359...."
