According to this project that is in the Dilithium mine when complete our cool down for this should be zero, However it is not and I for one put time and effort into this for that very reason. I would like to see this fixed.
Where does it say it should be 0? It reduces the cool down by 100%. So it lowers it from a 2 hour cool down to a 1 hour cool down. STO wacky math ftw. Also the cool down starts after the previous called freighter has disappeared ie after 5 minutes. So 1h5m between uses it looks like.

I wouldn't necessarily say they worded it "wrong" so much as confusingly. I have seen other things ingame that modified stats using the same description and numerical system, so it was no mistake.
Just posting here essentially saying "I thought it meant something else, so I want it to be changed to the way I thought it should have been" will do nothing but leave you unsatisfied and upset. They aren't going to change it. There are a plethora of other, important, some gamebreaking, bugs that need attention far more.
From the descriptions and effects of some cooldown-reducing things, like [SSR] and [Trans] mods on warpcores, I gather there are recharge times and cooldown rates. Lazy/hasty writing might call them both cooldown sometimes and forget that for the same result (shorter time between activation) one is reduced while the other is increased.
The recharge time is simply the time that is counted down before an ability can be activated again. To reduce a 2h cooldown to 1h, you would reduce the recharge time by 50%. If you reduced the time by 100% you would have 0 (zero) time to count down between activations.
The cooldown rate is like a speed, expressed as a fraction per time that is regenerated after use and must reach 'full' before you can use the ability again. To reduce a 2h cooldown to 1h, you would increase the cooldown rate by 100%. If you increased cooldown rate only by 50%, 2h would become 1h20m. If you increased cooldown rate by 200%, 2h would become 40m.
You can calculate the cooldown times from modified rates with this formula:
cooldown time = (base time * 100%) / (100% + rate modifier)
i dont care how they justify a 100% reduction meaning 'half', it is deceptive regardless. 100% reduction is 100%. i was also highly annoyed by this blatant lie in the project description.

Both my KDF and Fed fleet have a maxed out dilithium mine and everything unlocked, including the improved call trade freighter. The cooldown is 1 hour instead of 2 which is a lot better but still sucks.
What sucks the most is, like all other space abilities, you have to be IN a space map for the cooldown to continue. When I first started playing the game, I wasn't in space maps a lot on my character I used the call trade freighter with. It took about a week before I could use it again. I thought it was a bug and found out on the forums this is how it works.
Yeah. A 2 hour cooldown and if you're not in space very often it can take days, or even over a week, for the stupid thing to be useable again. The same goes for the transwarp menu.
I really wish all, or at least most, abilities in the game had their cooldowns go in real time, not when you are logged in while in the correct type of map. This is the first MMO I've seen do this TRIBBLE. :mad:

This is not weird TRIBBLE math it is deceitful and misleading. They (PWE) apparently do not care , for they do it more than you think. I wonder what the B.B.B. would think of this TRIBBLE.

Well, actually, that's not correct at all.
The first project drops the cooldown to (by my calculations) 1.33 hours, which the UI rounds to 1hr because of space constraints on the hotbar icon itself. This is validated by the fact that the clock-like background on the icon when it is in cooldown drops to approximately the 4 o'clock position when modified by the project, and not the 6 o'clock position which would be appropriate if it had been dropped to exactly 1 hour.
