Ghosts of the Jem'hadar 7/10 assignment not available ever

Been trying to find this assignment for weeks and it's just not showing up at all.

It is the Ghosts of the Jem'hadar assignment chain, specifically 'Overpower Jem'Hadar Ground Expeditionary Force 7/10'.

According to this the only place to find it is in the Zeta Andromedae sector. The wiki also indicates it is an Uncommon assignment so I should have been able to find it by now. I've checked current map, personal tab, all department heads, and nothing.

For my main character, this is the only non-colonization assignment chain I need to complete.

    I am also having this problem. Have been searching for weeks. The other's in this chain were hard to come by as well. Must be a very difficult chain to finish. Although I think something is broken.

    Finally got this mission presented.
    Zeta Andromedae system, departmental head tactical.
    Perhaps not broken, but taking a very long time to come up. ( 4 weeks for me !).
