New Romulan Player

Hey all. I played STO a little after the Season 7 release and I'm coming back but I have some questions that I'm sure we're answered. It I'm not on a computer at the moment and it'd be hard to search. So here we go:

1. How's the game doing in general? Still healthy?
2. As a new Romulan Tactical player what tips can you give?
3. What ship should I get first?
4. Is the Romulan Starter Package worth it on steam?
5. I think I'm around level 7, can any explain how the level progression works in STO?
6. If I'm a tactical player, what ship, weapons, and gear would I want to get?
7. Does it even matter what weapons your ship had based on what "class" you picked?
8. What does subbing give you?
9. How's content looking?
10. Anyone wanna be friends!? :)

Thanks for the help!

    1. Very (despite the annoying whiners on the forums)
    2. Romulans are very Tac-based, I was hoping they'd be more geared towards science.
    3. Probably the Ar'kif or the Scimitar, maybe a Dhelan.
    4. I don't really know.
    5. It's pretty easy, the tough part is getting high-level stuff.
    6. Refer to 3 and as for weapons, DHCs are awesome. Stick with Resilient shields if you can.
    7. A little, Tacs do awesome with DHCs.
    8. You get a bit of stuff, monthly Zen, account bank slots, more inventory space, skill respect tokens (important.)
    9. It's looking really good.
    10. I can't play much.
I would love to visit this star in-game...or maybe this one!
Won't SOMEONE please think of the CHILDREN?!

1-ehh game is doing ok i guess...just play it until you get bored with it

2-whenever you get mission rewards that have bridge officers try to get the ones with space traits called "Superior Romulan Operative" or "Basic Romulan Operative". They are pretty valuable to sell and to use if you want to squeeze every bit of potential out of your character.

3-as a Romulan your ship choices will be limited (unless you go on the C-Store). Once you get to Commander rank you will have the choice between an Ar'kif and a D'Deridex. The D'D is big and slow and most of the ships you have used leading up to it turn faster in comparison. The D'D also has more engineering boff slots while the Ar'kif has more tac boff slots. It might be best for your tac to go with an Ar'Kif and then a Ha'Feh. They can turn better, have more weapon slots up front and more tac slots for your bridge officers.

5-hit the J key to bring up your mission log. At the top click on "episodes", after that look on the left side at all the story arcs you have available to you. You will see Featured at the top and since you are a Romulan the next story arc under that will be "From the Ashes". Click on From the Ashes and look at all the episode mission under that storyline. Level 7-8 should be at around Gasko Blues or Search for New Romulus episodes. Just do all the episodes in sequence and when you are done with one storyline do the next. You will also see that each episode has a minimum rank listed. Even if the next mission on your list is say for example "Turning Point" at level 7 you cannot pick it up. You have to get to level 9 first which is the minimum rank for that mission. Reason you need to know that is if you ever get stuck and are not able to pick up the next mission you can just repeat a previous mission, or do some random system patrols, anything to get some skillpoints/expertise to level up.

6-ships i already mentioned previously...but weapons? that is up to you. I recommend choosing between dual heavy cannons (DHC), dual beam banks (DBB) or beam arrays (BA). Cannons and DHC have a narrow firing arc, but hit harder, DBB are sort of in between and beam arrays have a wide firing arc at 250 degrees but they have the weakest damage. With a beam array that means you will have some overlap between beam arrays in the back and in the front. The overlap will be directly to your left and right and it spans about 70 degrees of an arc. Next time you are in space just mouseover your weapons and you will see a blue area appear around your ship. This is where the bad guys need to be in order for you to hit them with that particular weapon. Another thing to consider is beams vs cannon weapons have different boff abilities that buff them. You can train your tac boffs with cannon rapid fire and cannon scatter volley and as the name implies they only affect cannons. DBB and BA get beam fire at will and beam overload. Usually you want to stuck with either all cannons/turrets OR all beams. As you level it might not matter as much but once you get to 50 it matters a bit more.

As far as general gearing advice, you take what you can as you level. When you get to 50 you can ask about how to get Breen set or Jem'Hadar set. Both of those are TRIBBLE imo, but some people like them. I would suggest getting a deflector with the prefix "positron", a shield that has plasma resistance, and engines will depend on your playstyle.

Awesome, so what level is Commander for Romulan? I checked and I thought it said 30. I have to be able to get a new ship before that though right?

level 30 = Romulan Commander, Federation Captain and KDF Captain

Level 40 = Romulan Sub-Admiral (lower half), Federation Rear Admiral (lower half) and KDF Brigadier General

Romulan ranks can be a little confusing...a Fed Commander = Romulan Subcommander, and as mentioned above a Fed Captain = Romulan Commander.

As far as ship allowances go you get a free one at level 10, 20, 30 and 40. I think they changed it a bit for KDF though where your first ship is attacked to a point along your storyline. I leveled a Romulan with the Q XP buff though so i went through the levels super fast and i dont recall Romulan ship allowances being tied to storyline.

Anyways level 40 is the last free ship you get, but these ships are perfectly capable of doing level 50 content as long as you build them up correctly. Another alternative to the free level 40 ships are mirror ships which you can find on the exchange. They usually sell for really cheap like 20-25k EC. And they are the equivalent of those level 40 ships, but they have different boff layouts. If you have money to spend you could use Zen to buy ships. But IMO you should wait until you have played a while, then decide if you want to buy a ship.

Okay cool so level 10 for me then. Are any of the ships that were mentioned up there for level 10? Or is it a pre determined ship?

Pre-tier 5 ships from C-Store aren't generally worth purchasing, because leveling in STO is rather fast.
You will outlevel your ship rather quickly. Same goes for things like consumable packs or even weapons from starter packs. They are equivalent of rare quality, but not that good to not being replaced with purchaces from exchange or quest rewards.
The only two instances when it is justified to buy a pre-tier 5 ship are:
    a) - you need it's special console/hangar pets for it's special trick,
    b) - you want to purchase fleet T5 version later, then you will have a discount buying it. It's also linked with a) since fleet versions doesn't come with special consoles/hangar pets even if they can equip it.

Well, there are also nice small fighters in C-Store, but those have any real use only in shuttle specific missions and queues.

That's free ship for Romulan commanders at level 10:

And that's its C-Store companion for the same tier:

Is it even worth it to get the C-Store equivalent? They're having a 15% sale. I could get $10 worth of Zen and possibly get 2 ships. I also have no idea how to read those stats on the ship haha. Do I get to pick the variant that I get of that warbird? If so, which would you recommend?

I'd say unless you really need this console shipped with Dhael, it's better to buy T5 ship for later use at 50 lvl.

I have no idea how good/bad/useful this console is.

But T2 ship will be outleveled very fast.

There is a benefit of buying low level ships from the C-store, but oddly enough it isn't the actual ship. You see, most low level ships come with a special console. The type of console depends on what ship you buy. These consoles can be used on any ship, even ships you fly at max level. The second thing is that you can use the ship's exterior visuals on a higher level retrofit.

Example: When I was a level 10, I bought the Dhael warbird from the C-store. It's a variant of the Dhelan warbird. Now, when I hit 40, I was able to buy and use the Dhelan Retrofit warbird. I then took the Dhael console and the Dhael skin and put it on the Dhelan Retrofit. Once I hit 50 I upgraded again to the Fleet Dhelan and put the Dhael console, Dhael skin, and Dhelan Retrofit console onto it.

You can do this with many of the lower level ships. It's true that you won't be flying the actual ships themselves for very long, but they do have some benefits for max level players.

Tier 5 C-store ships are worth it...but the normal Dhelan he linked is a very low level ship. You dont really want to fly that around in level 50 content. Once you get to level 50 just look at A) the free ships you get at level 40 or B) C-Store tier 5 ships. I mean you *could* use the level 10 Dhelan ship if you wanted to, but there are better ships available out there (and for free).

Look at the chart in the link below and look at the list of Romulan ships. Tier 4 are your level 30 ships...tier 5 is broken up into 3 columns. The first column for tier 5 is Sub-Admiral/level 40 and this is your last chance for getting a free ship. Some of the ships in the first column of tier 5 are only available through lockboxes or the exchange (R'Mor, Talvath-i think, Mirror ships). You can get for free the Ha'feh, Ha'apax and Ha'nom. Ships in the 2nd and 3rd column of tier 5 are C-Store and lockbox ships.

Thanks, that's really helpful. I just hit 10 and got the Dhaen. I considered getting the Dhael but took the advice of a previous poster and realized I won't be in this that long. Only for 10 levels which I guess goes pretty fast (right?). I'm enjoying the new content so far. The Romulan story is pretty good.

What level is the first "dungeon"? And how do I find it?

I have a few BOFFS that someone gave me but idk how to activate them. How do you do that?

Hit U, at the top you should see status, skills, traits, stations and reputations...click on Stations. On the very far left you will have your name, your ship and shuttle and then your list of active bridge officers. In the middle you will have your ship stations, what boffs are sitting where, and at the bottom your away team. On the right side you will see Bridge Officer Candidates. Anything in this column can be sold on the exchange, mailed to an alt, or given to whoever.

First make sure the officer that was given to you is on this candidate list. If so double click them and a window will pop up with their face, a standard greeting and 3 choices. The choices are 1) Train Up 2) Join Up 3) Not Now (cancel). If you click 'train up' then you have the option of training one of your active bridge officers with and of the ground or space abilities on that candidate officer you just double clicked. Once you choose the ability and person you want to train your active officer learns the new ability and the candidate is lost and taken off your candidate list. Now if you want to make that candidate a part of your active bridge officers then click on 'join now'. Another window will pop up allowing you to change their name, face appearance, body features, uniforms, etc. Once you have done all that and confirmed it the candidate is taken off the candidate list and placed in your active bridge officer list on the left (as long as there is room left on the active list of course).

It just closes the window down...when you want to train up/join up go back to that candidate later on and double click him again.

ahh i misread i thought you were just asking what 'not now' meant. I've never had that happen to me before so i dunno. The candidate isnt in your mail or anything right? you are double clicking their name on the candidate list? On the left side are there open slots on the active bridge officer list? there should be some spots at the bottom of the list that say {no officer}.

Ahhh okay. It's possible there aren't any open slots.

    4. Is the Romulan Starter Package worth it on steam?

The Romulan Starter Pack is very worthwhile
for the $25 is gets you the T1 and T5 T'Varos, A Liberated Tacticial Reman BOFF, and 2 additional BOFF slots. And yes you can claim all these on all your Romulan characters you make.

    1. How's the game doing in general? Still healthy?
-- fairly. Lots of minor bugs, but overall good.

    2. As a new Romulan Tactical player what tips can you give?
-- watch for bridge officer passives, roms get several good ones but not far too many boost stealth which may, or may not, be your best pick.
-- learn about the singularity skills that various ships support

    3. What ship should I get first?
--- depends on you too much. One of the high turn rate high damage ones?

    4. Is the Romulan Starter Package worth it on steam?
    Probably not.

    5. I think I'm around level 7, can any explain how the level progression works in STO?

---every 10 levels is a new ship and new rank until 40. 45 gives a new rank and new ship access. 50 is top rank and ships but all rank 50 ships cost either real money or a big grind.

    6. If I'm a tactical player, what ship, weapons, and gear would I want to get?
---Depends, but highest damage are dual cannons in an escort type ship (small, high turn rate, usually 4 up front weapons). Gear supports that -- tactical consoles for your cannons, and defenses. You will be light on defense, so my approach to defense is heavy in my bridge officers... my engineer repairs the hull, my sci guy heals shields and cleans off plasma etc, and even my tac guys support with tactical team 1 which allocates shields to the side taking the most beating. Mines in the back, I am a big fan of the quest reward tractor beam mines as they hold an enemy with one shield side facing your death spray. There are a ton of high level specific weapons to choose from, some better vs various targets -- too much to go into but for now, the typical tactical guy flys a fast, high turn rate ship with mostly dual cannons, maybe a torp launcher, up front and 360 degree turret and mines in the back.

    7. Does it even matter what weapons your ship had based on what "class" you picked?
---Absolutely. A tactical captain in a fat cow ship that can't aim the high powered weapons is going to be bad at tanking in the big ship, bad at dps with the wide angle of attack weapons, and while you can make it work, you wont be max/min good at anything. And pulling off odd ship builds with wrong captain takes good gear, carefully selected, to force it to work. You can however use a "generic" science type ship with a universal console pretty well, offering strong support while losing only some damage. You can probably use anything with 11+ turn rating for a ship, with dual cannons. Below that, you will have to use a wider attack weapon, and 11 is *marginal*.

    8. What does subbing give you?
---Not 100% sure, probably zen monthly and a 'free' ship after a long time, discounts on some store items (?) like ship modules (?)??? but you should read the terms carefully first.

    9. How's content looking?
---Plenty to do, but I am also fairly new. Im sure that after you beat it all, there is less to do, not sure how fast new stuff comes out. At this rate (and I am 50 already) I think it will take over a year to do everything with a couple of classes, or one on each side, etc. Just one char will take a while. If you grind out your top ships, longer still, cash speeds that up.

    10. Anyone wanna be friends!? :)
    Sure :)

    Thanks for the help!

So you checked and it does or doesnt say anything under your last boff? and also since you said list, i'm assuming you mean that the candidate's name is on the candidate list?

    like it should say:

    Maelstrom
    Shuttle
    Ship
    Boffone
    Bofftwo
    Boffthree
    Bofffour
    [no officer]
    [no officer]

I think i already mentioned it in my other post. But if there is nothing under your last boff name then you are full. Are you still a low level or something?

It might be bugged...try buying a fresh boff for a few creds on the exchange. Make sure it is for your faction of course. To be safe if you are a pure fed or rom-fed do a search for "human" and for pure kdf or rom-kdf search for "klingon". And make sure they have the federation icon or the kdf icon in the exchange interface when you purchase them.

I'm about to hit level 30. The last officer I have is Veril. I have Torven (or whatever that tac guy is), Satra, the other Sci off, and Veril. It does not say [no officer] like you just mentioned. When is that going to happen?

Sounds like by 'other science officer' you mean hiven? the guy you got from gasko blues?

If you are level 30 you should have gotten extra boff slots by now. Just to make sure you are looking at the right window. You are hitting U, then clicking the Stations tab at the top correct? then on the left it has your name, ships, and boff names. In the middle it has your current ship stations, and landing party. On the right is your candidate list, the one you are saying you cant move a boff out of? and the one list on the left with your name at the top is the one that you say has no extra boff slots?

If that is the window you are looking at that doesnt show [no officer] after your last boff name you might want to submit a bug ticket. Before you do that though you should look at your episode list and make sure that you didnt skip any missions in the first chapter. And double check and make sure that you have Tovan, Satra, Veril and Hiven as your current boffs.

How would it be possible to not do the episodes though? I've done every main mission up until now and have gotten all the rewards for them (ships, duty officers, etc.). So you think it's a bug then?

How do you open the episodes list btw?

It probably wasnt you skipping episodes then...but i think you should check just to be sure. Hit J at the top click episodes and on the leftside look at the first 3 chapters. From the Ashes, Allies and In Shadows. I believe any episode that has been skipped will have transwarp and hail button available. If you have done the mission it will say 'replay' or all buttons will be greyed out (some episodes cannot be replayed).

I would ask around and see how if anyone knows for sure when you get your next bridge officer slots opened up. You should have had at least 1-2 open up by 30, but i dont remember exactly. If you get to 40-50 and you still have no extra boff slots then something is def wrong hehe. A level 50 F2P should have room for 10 active bridge officers total.

I did some looking on the wiki about BOFFS and found that you can train up a current one instead and I think that's what I've been doing and not realized it. Is there any way I can remove the skills I've trained or even just remove the BOFF completely and get new ones? And any recommendations on which types are good?

If you have done the mission it will say 'replay' or all buttons will be greyed out (some episodes cannot be replayed).

I would ask around and see how if anyone knows for sure when you get your next bridge officer slots opened up. You should have had at least 1-2 open up by 30, but i dont remember exactly. If you get to 40-50 and you still have no extra boff slots then something is def wrong hehe. A level 50 F2P should have room for 10 active bridge officers total.

Yeah ehm, sorry but no. more like 6 in total.

If you have the LoR starter pack (or legacy) you get 8, because the Borg Boff gives you two more, but average f2P players have 6 at 50

No i was talking about boffs. I was a sub before F2P came about, but i'm F2P now. It is possible that my BoFF quantity is set to a different limit. I dont know about all the different allowances for LTS, gold, blue, silver or pink members. Thats why i said check with other people to be sure.

If you have 4 boffs with 1 tac (Tovan), 2 Sci (Satra Hiven) and 1 Eng (Veril) you should be good in the Mogai. I think you mentioned in another thread that you were level 27 and still had a Mogai? the boff arrangement on that will match up with your current boffs. But if you decide to get the level 30 Arkif, the ship in the next tier that has manueverability your boff layout for the Arkif will be two tac, 1 eng and 1 sci. Your last free ship will be the level 40 Ha'feh, which is again the ship in the tier that has maneuverability, will require 2 tac, 2 eng and 1 sci.
