Fleet somraw is a very good ship. Well, its a fleet patrol escort with weaker shields, but ability to regular cloak. I fly one and I like it, if you spec it right you can get maximum out of it. It can dish, and it can tank.
Fleet Qin, iirc, has an additional ensign tac slot. At the time that boff seating is wasted, but in current meta you might be able to make use of it by getting a third superior operative boff. If there is a team behind your back, supporting your existence, then arguably this ship will be able to put out more damage than fleet somraw can. However, on a solo basis, you will have a somewhat harder time staying alive.
I'd look at the Qin as similar to the Fleet Defiant and the Somraw to the Fleet Patrol Escort. I used the Somraw up until recently. It was a fun ship, but essentially a patrol escort with a cloak (No battlecloak).
The Qin also doesn't have 5 tac consoles like the Defiant if you were worried about that.
Ultimately though I think both of these ships have been outclassed for a while now. The lack of a battlecloak is an issue.
I heard a rumour that a new KDF ship was coming in December, not sure how true that is though.
There are a few other KDF ships though you might want to have a look at: Scourge, HoH'SuS, Tor'Kaht
Inner Circle / Special Circumstances Gardiner, Suval, Thran Korvak, Raketh, Xedar, Zidow Decis, Vesok
It still would have a miserable 15 Turn, slightly too low for an escort of my taste.

Fleet Somraw is imho the best KDF Escort besides lockbox-ships. The cloak is a nice tactical advantage, but in longer battles you definitly feel the 0.88 shield-mod.
Everything about KDF Fleet ships has really already been said. You can't go wrong with the Fleet Qin, Fleet Somraw or Fleet Scourge. They will just require slightly different builds.
Lockbox ships are a whole other matter all together. Most LB ships have a shtick or a gimmick that makes them special. You can pick ones that are Eng or Sci heavy. Ones that have a hangar or high shields.
If you elaborate on what you want, we can further help you pick. Just know, that depending on your choice, you might end up needing 60-100mil EC to buy the ship.
I don't own either ship, but I would pick the Fleet Somraw. Better boffstation layout, same amount of tac consoles as the Qin, and I think the Fleet Qin suffers from the same turn axis issue the free Qin suffers from. I could never really work around that very well, so I wouldn't fly the Fleet Qin if it has that issue.
I love my fleet Qin. I prefer my temporal destroyer for PvP, though.

The Temp. Destroyer is worth it. Of course, it's not as good as a JHAS, but you need several hundred million ec to get one of these.
I prefer an Aux2Batt Setup on my Temp. Destroyer with 3 DHCs and 1 DBB front. The uni. boffslots are alle Engineers. To make up for the lost sci-abilities I use a cleanse Doff.
I pretty much started with DDIS's setup. I got the lobi temporal set as he suggests, which gives you a bonus to chroniton damage while locking you into AP weapons. The Chroniton Beam Array is actually an AP array.
I don't use the Manneheim console, except sometimes for a laugh in PvE. I later replaced two of my rear turrets for the cutting beam and the omnidirectional AP beam.
Eng Consoles: Neutronium Alloy, Universal Assimilated Module
Science Consoles: Field Generator x2, Tachyokentic Converter, Plasmonic Leach
Tact Consoles: AP Mag regulator x4
Very little of what I have is "maxed", so I'm always upgrading.
My Doffs are Shield Distribution Officers x2, Hazard Systems Officer x2 (these make my brace for impact a panic shield heal and resistance buff), and one of the battery DOffs.
I'll trade out some consoles, depending on what is happening in game.
The temporal set boosts chroniton damage, which is why I use chroniton torps. All the 2 piece sets give nice bonuses.
With the universal officer slots there are many ways to set up the Krenn, and there should be some way to make it fit your playing style. Mine is that I like to stay in a fight and pew pew until no one is standing. This setup works for that.

I was also thinking about getting the temp destroyer....so how would you set it up for a Klingon tac and is it worth it??
