These are the fleets that mass recruit when the GM needs help grinding out the new fleet holding then will kick everyone out later for no reason. Are they mass recruiting again?
And how you can tell who they are if you join one is look at the holding leaderboard. If almost everyone who contributed is no longer in the fleet, you are about to get used.
PM those no longer in the fleets and ask why they left. More than likely because they got kicked for no reason.

This is just one of the reasons i am not in a fleet and one of the reasons i didnt get back in a guild when WoW went to ranked guilds.
There needs to be an option for the guild master to designate protected ranks/status or something. Where once somebody is promoted/demoted into these protected ranks or they are set to 'protected status' they cannot get booted by anybody even the guild master, they can only gquit. (or maybe with a petition to a GM/CSR via ticket).
burned too many times with STO fleets, im not going there any time soon. the one things i want from fleets are fleet ships, elite weapons both ground and space and bridge officers.

bad idea, if a person can not be booted it is open to serious abuse. a majority vote wouldn't work either as only a few people know of this certain person higher up and the rest wouldn't care enough to give it a first look.
unfortunately the fleet system is TRIBBLE and needs to be overhauled.

You're not going to reform anyone via the medium of sto. There will always be people doing this, the best option is to block the invites so you're happy and then, if you feel the need, spread the information about this blocking function.

Just because you had some bad experiences with some fleets doesn't mean they are all like that. I've been in a few fleets, but I found one I liked and stuck with it, haven't gone wrong. Just keep looking (note, those who give out random invites or spam ESD are probably not the ones you want)

If a fleet has their own website/forum and a vibrant community, that's probably a good sign of a fleet you want to be a part of.
if cryptic or pwe do reform their website a list of good fleets in one of their website sections could be helpful to new comers, they click a link it goes to the fleet website while endorsing further that fleets should be just as encouraged.

It is easy to find a good fleet to join. All you need to do is run an STF like Defera where everyone is running around in their instance together. Keep your eyes open for groups that are all in the same fleet. Make note of that and if you see this fleet doing STF's like Defera all the time, this is more then likely a good fleet and one worth belonging to.
You can easily go into your settings and make it so everyone's name and fleet are always displayed and this will allow you to easily identify the fleets that play together on a regular basis. These are the fleets that are worth joining, and once you find one stick with them and become a vital part of that group.
A) Join a good fleet and never have cause to complain again.
Block the invites and never have cause to complain again.
But I know you'll take option
C) Keep complaining about a situation you could easily fix.
A "GOOD" fleet is the question. I'm in a good fleet myself but I don't rely on them for anything but tier V access. I do missions and things and donate to help the group but I made my own small fleet for provisions with a few friends and just get invited then to the big fleet map to make purchases of the higher end gear. This way I don't struggle trying to donate marks and get fleet credits.
I can see where finding a good fleet is a matter of trial and error for most unless you know someone and then how well do you really know them. It would be nice if there was a rating system to rate your fleets to make it easier for people to find one to join.

With thousands of fleets and so few actually doing this, this list would either be woefully incomplete leaving many active good fleets out, or so poorly vetted that disreputable fleets would slip through regularly.
Either way, Cryptic would appear to be participating in a disgusting show of favoritism that couldn't possibly have a positive outcome.
I should remind you that the community's crowd-sourced attempt to do the same was just plain awful, including every fleet involved in that petty tier 5 science access drama. Heck, the community's attempt to keep a list of tier 5 fleets is hilariously incomplete while including fleets that were never anywhere near tier 5. It's absurd to expect the devs to put paid employee time into a public service that the community has been unable to crowdsource enough manpower to keep on top of.
I didn't mean there are not good ones out there. It's just that with each holding introduced, these bad ones rev up their recruiting even more than normal.

One day Cryptic will be free from their Perfect World overlord. Until that day comes, they will continue to pamper the whales of this game, and ignore everyone that isn't a whale.
At the risk of sounding like an advert, I can suggest the two fleets my characters are in. Characters have left them, but as far as I know, only voluntarily, not kicked out. The one my FED human and FED-allied Romulan are in is: Browncoats Brigade Command. Ask me for an invite, and I can welcome you in (Mal@philipclayberg and T'kav@philipclayberg). The one my KDF Orion is in is: The Targs of Kahless (@Scott.A.Price is the fleet leader). The first fleet has shrunk quite a bit since I joined it in Sept. or Oct. last year, so would definitely go for some new members. The second one has about 45-50 members (including alts). I've had zero problems in either fleet. No doubt there are other fleets as friendly and willing to accept new members.
Do some research, PM fleet members of fleets you're interested in, and see what the non-fleet-leader members say. If it looks good, then go ahead and contact the fleet leader(s) for an invite. That's how I got into the two fleets I'm in. Though I must confess that the BBC fleet isn't the first one I was in; I was kicked out of another (and can't remember why, but it came as quite a surprise to me; I didn't think I was that unhelpful in the fleet, even though I was still an STO noob at the time), who will remain nameless.

Im a casual player. Wanted the Fleet Sovereign, but it was locked behind T5 fleet. My fleet I had been with since I joined STO decided to go to a 250k contribution requirement to get ANYTHING from the fleet store. Id only earned 2 fleet things before this. I was still 170k in contribution away. Since I earned so slowly, it was disheartening to think I needed to grind a LOOOONG and not get anything for the grind. I saw a chat add from a fleet selling access to their T5 base.
I wanted my uber Sovy, after already having the Reliant class (with useless consoles). They asked for 6 keys in exchange. DEAL I said. They were reputable and I got my much longed for Fleet Sovereign, they got 6 keys, and my current fleet lost the support of 6 total casual toons. I have no more ships that I'll ever want, my toons all have their endgame ships I wanted them in, so I don't need T5 access anytime soon, so I joined Caspian Rising (Caspian is not the fleet I bought my ship from) to help them rebuild back to T5.
If anyone wants to know the fleet that gave me an honorable deal, email me in game to the handle in my sig and I'll be happy to pass their agent's name to you if you need to buy something from a T5 base and want a trustworthy salesman. I recommend them.
