I equip it with plasma dualies in the front and turrets in the rear. Science consoles that boost 10% plasma damage and increase agro gain.
3 tac slots are just fine. My dps potential is quite nice for a cruiser.
The real problem is that folks make a cruiser and want HIGH DPS when DPS is the realm of an escort/destroyer.

I just do not see the need. When properly equipped and with a trained Captain cruisers are superb platforms fir survivability and consistently moderate DPS.
I parse my damage using ACT and just find that I am very close to escort/destroyer potential within 20% of great escort captains and I often beat average escort players....
Today we fight the GAULS......monstrous and HAIRY beyond reason.
You know something, every time I've seen the ent-f in action, it has always been rofl-stomped by ships far smaller than it (i.e. frigates). It's an ugly boat that is no fun to fly and has no real place in the game.

This is precisely what the odyssey should've been. It's not really a competitive ship in any category aside from healing.
For a ship with four separate variations I find the poorly thought-out layout, with virtually no room for diversity, to be pretty pathetic on the dev's end.
If the ship gets a revamp similar to the above: great! If not I'll continue to use it in content where mediocre is the word of the day.

I fly the Tac Oddy 90% of the time and have gotten pretty good at it. I bought the 3 piece set.
1 Definitely true. It may be the biggest waste of a console slot in the game. EPTS1 and/or HE would fix the problem. It can do decent damage but dies quicker than you can say "Aquarius to the rescue."
2. Doesn't really matter unless both consoles get buffed. Chevron sep is ok but you lose more than you gain. The 8 turn you get is not boosted by turn enhancing consoles so you just get a flat 8 and you lose a huge chunk of hull and some repair ability without any bonus defense. If you are going against a weak escort in PVP or any PVE it can be somewhat effective. However if the escort is skilled, you should think of it as a way to get the civilians off the ship before you blow up. You are much stronger where it matters with the top on.
3. Cruiser commands are awesome I don't see a need for this. On the other hand, I think giving all 3 piece flagships (Rom, Kling, and Fed) one free uni console slot only for their special console would make them flagship-ish (special). As the consoles really don't make any of the ships stronger, I don't see how balance would be made worse.
A couple of more.
4. The worker bees are great for healing friends and protecting allies, but they currently blow up instantly when FAW is used by an enemy. They have been made useless. Not sure if it always worked like this. FAW is on steroids at the moment.
5. BOFF layout on the Oddy is probably one of the best in the game for a cruiser. LTC universal and the ens universal means you can make the ship do what ever you want it to do. It will never excel at "spike" dps unless the new tact consoles are better than I think. But that would mean escorts would still spike higher as they can have 4 or 5.
I would love to see the Aquarius get a buff.
Heck I'd love to be able to Fleet my Tac ody, get some extra hull and shield (heck my wifes fleet avenger has just about the same hull and shield >.>) and maybe get an extra tac console because its the tac version (eng and sci get one for the other variants)
They could just add another slot in forward and aft weapons to 5 total slot from 4 and give it 8K more base hull strength to 50K hull and a extra console slot for what ever role the Ody is like tac gets a extra tac slot. Cause it is supposed to be top dog ship and it would nullify it if newer ships like super carriers and carriers would obsolete the supposed be be top dog ship.
Not to mention I just bought the Tac Odyssey pretty expensive too. 2500 Zen isn't cheap. So I want this ship to rock like it came out of the realm of Badarsery.
Based on my experience on the Odyssey, it does not need a buff especially if they are going to produce an odyssey fleet version.
If STO is not going to produce any fleet version of Odyssey, Odyssey just need buffs on its hull hp and shield modifiers. With the attract fire cruise commands, the odyssey can get aggro from escort dps/tactical builds in PUG, especially if a player is skilled and geared with threat generation and a bit of dps. The largest starfleet built ship with 2,500 crew should have more hull than a 500 or 700 or 1000 ship crew which has more hull than the Odyssey like the Fleet Galaxy, Fleet Asaault, Fleet Support Fleet Advanced Heavy Cruiser,etc.
The Shield modifier should be at par with a Talshiar adapted cruiser.
With so much threat generation that you can create nowadays, the Odyssey will be able to attract multiple tactical cubes or multiple bosses and should be able to tank all that firepower. Hence, the additional hull and shield buffs.
With regards to the other buffs, the odyssey does not need any tactical buff especially now that there are cruiser commands to make this cruiser tank in PUG and if they do increase the hull and shield modifier of the odyssey. Odyssey is actually showing its true role. it needs now is a bit of love in the hull and shields rather than tactical buffs to really excel in the role that is supposed to do.
Alternatively, instead of hull and shield buffs for the odyssey, why not just add built threat generation and resistance? It will free up the space in threat generation of the 4 sci consoles plus the resistance would be like the starship threat control which means diminishing returns.

Thank you for reminding about the fleet Odyssey. It is subpar compare to a Science C Store. It has 1 less console and has no sensor analysis. Plus, the flleet odyssey losses the ens Universal for a Science boff. The fleet version does need a buff.
The measure of tank should not be ISE since it is a given that well built Tier 5 cruisers can tank both a tactical cube and the gate. Which I have done on multiple cruisers.
Well I am really not contend with the Defense department since it actually has a lower turn rate and hull compared to other smaller Fleet cruisers. The size or the lower turn rate should compensate with more hull and tankability. Probably slightly larger than the Fleet Galaxy.
If you buff the offense, you lose the purpose of the odyssey. Besides with the Science Odyssey, you can take it into an average of 10k DPS at infected PUGs in an Eng character. The Cstore version has sufficient offense but still needs a slight bump defense wise.
The fleet version really needs buff though.

If you want to take aggro from a 40k dps tac, you need to sacrifice your science console slots for that extra crit/accuracy consoles or threat consoles rather putting those shield generators especially now that the advanced spire tac consoles are better than the VR MK XII tac consoles. The three Odysseys we have are the Fleet Odysseys, it was the first Fleet level ship it already has the 10% increase to hull and shields and 10 Console slots. All 3 pack ships released so far have been Fleet level. Odyssey, Bortasqu, Vesta, Andorian Escort, Scimitar.

That's actually the prototype Odyssey they gave away free to people who where here for the 2 year anniversary. Like the Heavy Cruiser Retrofit, you need a certain tier Starbase to get it but it's not a Fleet ship. I guess they felt demand was high enough to warrant putting it in.
