the space duty officer that has the chance to cause a cooldown decrease i think is bugged.
it doesnt work on ALL deflector abilities, and it seems to trigger at times for no reason.

ive had my tachyon beam 3 go onto a global cooldown randomly for no reason and it seems to be the only thing related to it.
i havent been able to replicate it consistantly but if anyone else can look into id be happy.
The purple deflector duty officer has a 25% chance to reduce cooldown on certain deflector abilities (energy siphon, tachyon beam, tyken's rift, gravity well and breen energy dissipator) by 50%. I experimented with it with another fleetmate and did not see any cooldown reduction of energy siphon or tachyon beam.
Has anyone seen this with other abilities, and is it perhaps still bugged.
This has been an issue for over a year now since a patch changed up some shared cool downs between sci powers. It has been tested by the devs and they have said everything is working fine however have yet to have it work with siphon or tachyon beam.
Is there any dev in charge of doffs? You post doff related bugs here, nothing done. You post in gameplay bugs, nothing done? Does anyone care about the Doff system!
