I see no where to get the IDIC tribble do you have to be lifetime do you get it thought tribble?
I do not see that shard so is that a lifetime shard or something?
I would like to know.

You get the shard (assuming you mean the Crystalline Entity shard), by completing the Crystalline Catastrophe event (in the PVE queue list) (you get 1 per day, per character).
The IDIC Tribble is available via the C-Store (for purchase I believe), click on the personnel tab.
