I tried searching for this but to no avail.
This Fed Diplomatic mission gets as far as Admiral Sugihara contacting you as the ship Captain in the Observation Lounge and tells you to talk to your Bridge Officer for the briefing - which is on the button you click to go on - but no window appears to talk to anyone else and they are not present in the room to talk to, and none of the NPCs are active either.
Your only way out is to beam out.
I've tried going back after about an hour but with no change in the outcome.

Today i made rank 3 Diplomatic and unable to complete the First Contact.
No voice. No popup... nothing.
