Yes, STO character customization is one of the best systems I've seen. As a result, I made all of my toons (my Orion female included) look as much like myself as possible (although I will admit that I did make their TRIBBLE slightly larger than my own, but yes, some of the female toons I've seen are almost like caricatures of women, with the vast size of their TRIBBLE, and sometimes their derrieres as well). Sadly, I could not make any of my toons 5'2" (my actual height), but had to settle instead for 5'6" (the shortest an Orion female, Vulcan female, or Romulan female can be made). Many of the other toons (male and female) I see are unbelievably tall.
and that is a sad thing since STO character customization is really great.
It really is. My two biggest issues with the customization are the lack of good skin texture options and the utterly pathetic KDF customization options.

I was playing my Orion Character today and I was running around the first city when I noticed something interesting. None of the other Orion's players running around were male. Now I play a female Orion female myself so whatever, but as I thought about it, I don't recall ever having seen male orion in game who wasn't an npc or someones bridge officer.
Anyone else find this little statistic just a little bit telling. lol
I have an Orion male char. I actually gave him blueish skin intentionally so that he would look kinda like the TAS Orions.
Eh, I'm a bit OCD in liking to have an equal number of characters across a 'relatively' equal number of genders, races, and classes(this game is a bit terrible for that though with how lop-sided it is).
When presented with the choice to make a female character on the KDF, your options aren't exactly abundant and Orions appeal more to.. human sensibilities.. than most other alternatives. They also come with special outfit customization options that others don't get. Conversely, when making a male KDF, the options aren't quite as inhibiting and present a lot of opportunities you don't find elsewhere.
Why make a 'green human' with bolts in their head when you can make a Gorn or Nausican with Bladed Armor or what-have-you? (I'm sure we'd see several female Gorn and 'predators-in-spikey-armor' if they were an option.)
Yes, a female half-naked sexy orion, and very human like ("bleach" as possible).
I really dont care if she is not "canon" to Star Trek universe.
Now i will try to create a vulcan with round ears or a spotless trill.

i did cover how the minimum height for any female (non-alien) is 5' 6". This is how I got on to my point about in-game humans not being able to be average height
As to whoever it was that claimed medicine made folk taller, or whatever. Look at this site. In the past 700,000 years (yes, Seven hundred thousand), the average height of humans and their ancestors has fluctuated very little. (It was 5' 9" 700,000 years ago)
This fluctuation is mainly due to availability of food. People got shorter when they switched to agriculture over Hunter-gatherer because there was less food available, modern methods however mean that most people who take part in the surveys I previously referenced are more than adequately fed, all year round.
So, baring any genetic augmentation (and we all know how much the federation love that!), human height is not going to suddenly spike by nearly a foot in 400 years.

THat being said, I run an Orion female on the KDF side. She's weariing the full BortasQ uniform.
The only "Risque" costume I have set up for her is one for the Risa event because, well, it's a beach.

If you don't go Alien, Orion is the best way to get a 'human' looking KDF I think.
