Regarding the returned mail -- are you getting one mail with the item, and a second mail without? Check the timestamps to be sure. If so and the timestamps are the same, they are duplicates (one with the item and one without, both having the same timestamp) and this is a known issue that the team is investigating. Make sure to take the item via a mail console before deleting either.
Also, are you looking at the mail from a mail console using the character who originally posted the item?
This issue is such a mess I've sworn off STO until it can become user friendly to deal with this stuff. After 2.5 years of having mail in there with over 20 toons where it doesn't even specify which mail belongs to what toon or options to delete all mail with no items in it on top of that. Yeah its just a nightmare can't even really play the game without being bottle necked with items with lack of storage for them.

Yes i have same issues sense last patch and been here sense the start and i cant delete mails and all my returned mail has one time stamp. mail is vital and should always be at the top of the FIX list if there is issues and not less vital issues being fixed first like ground weaps. Everyone needs mail to make currency so if it cant work without constant major issues i would vote to remove the mail and EC all together considering with mail is messed up no one can make EC. I started hearing mail issues after limit was reduced now seems with every patch mail gets worse. Just my observation.
I also have this same issue. When the item sale expires, I get twin emails. One stating the offer has expired and a second with an image of the item. On the second one, there is a button to retrieve the item but it's greyed out and you can't select. This being the case, the item just disappears. Because of this, I lose even the pittance EC that I would normally get if I just deleted the item from my inventory. I've lost quite a bit due to this problem and hope it gets fixed before the turn of the next century.
