Cannon Rapid Fire II vs III cooldown

I play an Reman engineer as one of my characters in a Scimitar Dreadnought. With a focus on a bit more dps, with that in mind I built a BO skill rotation of

Cannon Rapid Fire II
Cannon Rapid Fire III
Torpedo High Yield II
Torpedo High Yield III

When I engage with the enemy I press C:RF III and T:HY III at the same time, this initiates a cooldown of 30 seconds for both skills, along with a global cooldown of a few seconds (5 I believe?) of similar skills (ie. C:RF II and T:HY II).

When the global cooldown is ready and C:RF III/T:HY III isn't up yet because of its own cooldown I press C:RF II and T:HY II to be more efficient and 'use the time wisely'.

This starts the cooldown timer of C:RF II and T:HY II, I noticed T:HY II has the 'usual' 30 second cooldown, however, C:RF II has an unusually high cooldown of "2m" placed overtop of the hotkey. Upon closer investigation in the Available skills window, I notice it says 1min 10sec recharge, I don't know if this value is modified by anything, I realize that the hotkey button value that is overlayed is possible due to it just not showing the value of 70 seconds).

On the wiki http://sto.gamepedia.com/Ability:_Cannon:_Rapid_Fire it says there are 30 second cooldowns for all 3 levels, 1, 2, and 3.

So my question is, why is the cooldown value for C:RF II higher than C:RF III and I?
Is this a bug?

    Sounds like your CRF 2 boff isn't trained/skilled in that skill. Check that he's been trained up.

    Aha! That was it! Thank you very much.
    It was the occasional bug where it wouldn't register the person was trained when I clicked the right most skill point to train from 0 to max instead of using the right arrow selector.
    So sick of the bugs in this game. =p

    Yes, this happens sometimes: you insta-fill up the bars, and then, a few secs later, the game has 'forgotten' that you did it. Not a biggie if you still have to 'Accept,' but can trip you up when you already accepted, and no longer look at your boff's skill stats, thinking it's all good, when, in fact, it's not filled up at all.

    Always use the per-single-bar increase button, I learnt.

    I think this was more of human error then a bug, least it was resolved

    Occasional? I have to set my BOFF skills at least twice every time. And then double-check later. It just resets them to zero (at the current skill level) when you change anything else, including promoting or accepting the change.

    I've done it. Even the other day. I can max out my boff skills by clicking in the spot instead of using the arrows, then click the accept button. Check again and it seems to have taken the expertise points but there are no points in the skill and I have to do it again. It seems to happen after promoting a boff using the new promote button in the skill window once you distribute enough skill points and the button becomes highlighted.

    Found a workaround: Each time you fill up 1 skill, or 2 if you fill both ground and space, and promote the boff, click on another boff or yourself in the roster, then click back on the boff. Fill another skill and then promote. You can fill both a ground and space skill at the same time. But if you don't switch back and forth after promoting it's not going to register you filled new skills that became available after promotion.
