missing duty officers

I have had two characters now who have not received the duty officers they were supposed to receive at lvl 21. The mission that usually appears to grant duty officers at that level did not appear, and talking to the duty officer NPC brought no result. Before that I had another character (Romulan) who failed to receive duty officers at lvl 31. No joy from support in either of the first two cases, still waiting on the third. Is anyone else running into this?

    Ok, now this is just getting weird. The last thing I heard about this issue from support was that I was supposed to get duty officers at lvl 21, and this is what it says on the Wiki as well. I didn't get duty officers at lvl 21, but I did just receive duty officers at lvl 23. When I clicked the progress bar at the top of the screen to check the drop-down rewards list, there it was...Level 23: Duty Officers Awarded. Of course it also says Level 18: Duty Officers Awarded. About Level 21 it say: None.
    Now maybe I wasn't looking before, but I don't remember that lvl 23 thing being on the list before. I know for sure that when the most recent character with which I had this issue didn't get duty officers at level 18, that character also did not get them at lvl 21 OR lvl 23. I was watching very closely to see if my officers ever showed up, and the next time I got officers was at lvl 31, where the award list also says one should get duty officers.
    So am I missing a set of officers or not?
