KDF non-ROM captains cannot edit ROM BOff costumes?

Can't do anything to their costumes at the various Tailors (Tribble too).

Affects any ROM boffs (even the ones from the Embassy, which should eliminate cross-faction issues).

Another post-LOR glitch?

    Yeah that issue is everywhere. Romulans, Klingons, and FED will crash for changing or editing right now.

    Others cannot even login.

    The Romulan bridge officers you purchase at your fleet embassy can't be customized. This is intentional.
