I've tracked down the problem being triggered by... having too many ships. After the 4th or 5th ship, the shield regeneration (and other) bugs surface.
You'll get a low shield regeneration (something like 26.8) number on any ship if you put a regenerative shield on the 4th (or whichever problem) ship. Did not matter if the other ships are equipped with shield or not. You only get 26.8 shield regeneration because the shield is 1) in space dock and unpowered and 2) because it's regenerative.
The borg Assimilated is a regenerative shield. If you're trying to track down the bug you need to use a regenerative shield.
The STO client starts to do strange things after 4th or 5th ship.
Examples:
- Shows picture of your shuttle when your active ship is your starship, on the login screen.
- In DOFF missions, it starts to list the name of you shuttle instead if the starship.
- When you bring up the Bridge Crew Screen, your bridge officers are sometimes shown as ships, until you click on them for more information.
... these are just to name a few.
The biggest problem right now for me is the shield regeneration... and the thing that seems to trigger all these problems is the 4th or 5th ship.
I can confirm there is an issue here, and its not just Shield Regeneration.
There seems to be a "bug" in which Space skills are forgetting to be applied in certain situations to ships. It only recently started after adding one more ship, the Tal Shiar Adapted Destroyer.
The only fix is removing all equipment and readying a different starship, then come back to the ship in question, and apply all equipment to the ship while in space.
It is very annoying.
Discovered this over the last two days with the Tal Shiar Adapted Destroyer. Every time I got in the ship, I was being essentially one hit in most STFs when I pulled aggro.
Having 0 damage resistance, ~30 shield regen, and 100% hull regen / min, with no equipment. Right off the bat, I knew something was wrong having 0 damage resistance (having all 3 Space skills in Kinetic \ Damage resistance maxed out).
I can confirm the DOFF screen is defaulting to my Shuttle as well, in addition to that, I can't get my Bridge officers to stay in assigned positions, i.e. First Officer, Science Officer. They constantly get reset (like I just changed ships.)
On the character select screen as well, I have 4 ships appearing (two with crew members names) that disappear after I select the first one once on the equipment tab.
Again, all started when I added one more ship, the Tal Shiar. Gorgeous ship, but dies instantly.
Not only that but they bugged the display for shield regeneration rate. It used to only show the regen shields rate and if you increased shield power your regen rate would go up. The other shields (covariant and resilient) wouldn't display anything.
Now ALL shields display something...however it only displays the base shield regen not the actual. Also when I increase shield power the number stays the same. For example at max shields my Borg assimilated shields used to show around 1250 per 6 seconds. Now no matter the power setting they only show 327.9 which is the base.
Please please fix this but I loved my regenerative shields cause I could gauge what my regen was at certain levels. Now I can't.

I really hope it's just a visual big and not an actual one. I don't know I would like my shields to show they are regen at 1200 not 327. I swear my shields aren't staying up as long maybe its just in my mind but either way it should be fixed.

I have 30 or so ships. And I think I would have noticed shield regen going down from ~300 p/s to 26. :P
In fact, I hardly dare say it, lest I jinx it, but it seems ship loadouts and department head assignment are finally working again as intended (unless your department head is an Embassy boff, in which case his/her head may be literally missing, LOL; but that's another matter).
My guess is that all y'all are experiencing problems applying the patch properly. So, I'd say, go the STEAM route: much more stable, and you'll forego use of that horrid ARC as a welcome boon to boot.
Well the shield regen might be working correctly. That I do believe it is. My patch is applied fine and I don't use Steam or Arc.
What I do know is shield regeneration now only shows BASE stats regardless of shield power setting where as before at least the Regenerative shields would show shield regeneration based on skill and power settings.

I and some of my "Fleet Elders" concur. Its has been pointed out and observed that both regeneration and capacity seem to be dysfunctional. It's has made playing somewhat difficult if not impossible on Elite Difficulty at times. My question is how is it that this post is not hundreds of pages long by now. Have I missed something, does no one notice the change in game play?
Why hasn't there been a fix, does this not qualify for something "game breaking?"
Ok it' been a few days now, what is the status of the shield fix? I play Odyssey Eng tank, and my ship is not unplayable but a serious problem. It would be nice to get some type of answer to what's going on.
My (borg) shields display regen at their base 334 instead of the 890+ I used to have. I also believe my actual regen rate has decreased, though perhaps not quite that drastically.
STFs are considerably more difficult than before the update, and my ship is destroyed about four times as often.
Just as an update, Angeljak mentioned that he fixed the problem by stripping his ship of all equipment, readying another ship, then switching back to his initial ship.
I have tried this multiple times to no avail. And the problem is not remedied by removing shields from other ships, as taehsong suggested.
I have the same problem, open a moebius temporal destroyer and now my shield regeneration rate goes from 800+ to 264.5, is a big difference, and if I change my shield power or active rotation shield III dont change my regeneration rate, the strange is, in tribble get the same problem and don't use tribble for a month and this problem is from yesterday o_O

Yes this was their idea of being fixed, because as we know it's hard to properly program simple math equations for something like shield regeneration.
STO has manifested an avatar in the game to represent itself, and that avatar is Drozana Station. Systems are routed through other systems three or four times over just to keep the lights on, and the slightest tweak blows out everything.
I am trying to understand this. . . Okay so having other ships is causing this bug? I have been experience much of the same thing as others have stated. I was beginning to think that the Dreadnought was bugged or something. . So the cause is related to having other ships in your ship yard inventory??
I honestly don't think it's because you have other ships. Before the problem was that only regenerative shields would show shield regen. This number would go up and down depending on shield power setting. Resilient and covariant never showed a number.
With the patch now ALL shields show a number in shield regen. The problem is that number is only the base number. Increasing or decreasing shield power does nothing to affect the number.
Before the patch with shield power set to about 90 I was getting 1200 shield regen every 6 seconds with Assimilated Borg Mk XII shields. Now it just shows 327 or something like that which was the base. Boost shield power? Still 327...decrease power...still 327.
I believe the regen IS going up and down...they just borked the display of it is all.
