I have noticed this and was trying to figure out what was causing my jetpack to all of a sudden take 4-5 seconds to go after I use it. Before it did not do that. I tested it on several of my toons with both the basic and rental jetpack.
What I found out is if the Lohlunat Tribble is used my jetpack takes 4-5 seconds before it moves. When I use another tribble to cancel the Lohlunat Tribble then my jetpack works normal. The Lohlunat tribble has a bug I think. What I am guessing is that it also buffs traction and that is what is causing the "lag" when you first use it. After you start flying you are fine, but when you start and go again....

I can confirm this. The Lohlunat Tribble is suppose to boost your speed and inertia a bit but it seems to do the opposite. It's really annoying.
Other bugs with this tribble:
In the 'Available Skills' ground window, and also on your skill tray when you put it there to use, the Lohlunat tribble has the wrong icon. It has the Winter Tribble Icon (white tribble with red stripes). The item itself in your inventory/bank/device slot seems to be correct.
The Lohlunat Tribble also has an AOE effect and nearby players will get the speed buff when you use it. The info on the tribble and in the tooltip does not say that buff is an AOE. Basically the same as the Winter Tribble, except the Winter Tribble says "AOE bonus during winter event". So either the Lohlunat Tribble is not suppose to have an AOE effect on other players, or it's suppose to say "AOE bonus during Summer Event".
Also noticed this, was wondering what was causing the sluggish movement with the "elite" jetpack I purchased for 1k favors. Hopefully a fix for this also.

Yes it does seem to be random and happens only sometimes. I have 7 characters all with the standard floater I bought for 50 favors from the event rep store.
I'm wondering if it might have something to do with what outfit you are wearing.
Example: For my KDF Klingon, if I'm wearing the off duty Mercenary outfit (thank for that Cryptic ), my floater and the things he holds in his hands are missing. The jet animation on the bottom of the floater doesn't appear either. When this happens it seems my flight speed is slowed down a bit. It looks really weird flying through the air like that. I forgot what other outfit on another character it happens to. I think it was 1 of the off duty robes perhaps. I know. It's a crazy theory. I have to switch to an outfit that the floater does appear on.
Edit: The bug with the real slow takeoff is on outfits where the floater does show up properly. Haven't tried it with outfits that make the floater invisible since it's too awkward to look at, I can't stand to fly that way.

I did notice something though that I forgot to mention. If you are moving forward on foot already then activate the floater, it seems to prevent you from having the slow takeoff. But if you stop moving while in the air and then start to fly again it will take a few seconds to get going.
Edit: Another thing I noticed. I was having the very slow takeoffs on my character but after beaming up to my ship and then back down it seemed to stop.
I've tried it on Many clothes, it happens on all of them at random.
IF the game's Physics engine works how i expect it should, then my guess is it's a bug related to the +0.05 Inertia that the tribble gives, Which would either make your Initial starting (and stopping) movements slightly slower or faster. (Depending on which way its implemented in the Game Engine)
My guess is the +0.05 Inertia is getting amplified/distorted, causing a MASSIVE Slowdown effect for starting movement.
