I am in an 'Adult' themed fleet. The comments that are casually tossed around in my fleets private chat would most likely offend lots of other people, but not anybody IN the fleet, as we are all of a like mind and sought out a fleet like this one to join. Sometimes we do fleet missions together, sometimes we hang out on planets with each other, sometimes we team up to get better rewards. We are a Tier 3 fleet, and some of us do not contribute to fleet projects - some of us contribute a lot, but nobody is ever belittled for lack of involvement. Nah, it's me, my father and brother, and a few of my mates. Obviously it's difficult to keep up to big fleets (We've been going since the starbases launched, Only just got each starbase facility to lvl 2)
I just like the atmosphere of it, knowing that most of the construction we have undertaken is all our work.
I dabbled in a few fleets before i created my own, and i didn't really like the huge facelessness of it all. Stuff like not being able to contribute, because projects are instantly filled after they finish ect.
We are small, and we are probably the closest thing to freinds we can get on the internet, without actually having met.
And anyone who can be nice can join, and is made to feel like they've been a part of the fleet from day one.

I hear what you are saying, we have a FED and KDF fleet that are the same as you. No BS, no strict rules in place, respect for one another. We are all friends as close as we can be online as was stated in another post above mine.
The big thing, I take care of my people, as in when they need help they get it. If they need gear, ill get it for them. I have bought them boxed ships, lent millions in EC because they needed it. We are a 160 member FED, and 146 KDF. Could not be happier in these fleets. I have been in command of the KDF for 2 years now.
What makes my fleet so great? It's great because only my brother and I are in it, so unlike other fleets we don't have to deal with whiners and criers and drama queens and elitists.

I never said ALL fleets were like that, but they are out there. Was unfortunately part of one at one time. Was just easier for us to form our own then trying to find one to join. Yes our progress may be slow, but we're having fun, and we're in no hurry.

Probably the same things that make yours so great. No-pressure, low-commitment, come-as-you-are vibe. We have meetings, but nobody *has* to come (except for the COs) and nobody *has* to contribute to fleet projects unless they want to. There's no saluting and no 'sirring' other members; we don't stand on rank and ceremony.
We have a real 'family' vibe, which really contrasts with the first fleet I was in when I joined STO. Everyone helps everyone else, everyone shares and everyone benefits, whether they're in the Fed, KDF or Rommie fleets. We find that our way works best for us because those that *want* our kind of atmosphere really respond well to it and decide to stay. Those that don't like it don't really advance -- or else they get tired of us -- and leave. Either way, we win.
The more you contribute and the more you pitch in, the higher you go, rank-wise. But we also have longtime members in the lower ranks who are perfectly happy where they are. Many of our members (including myself) are current or former military, and surprisingly, they like the relaxed attitude as opposed to a more rigid structure.
We've got worldwide membership (primarily US and UK, but some elsewhere; one XO is in Australia) and our only requirement is that you can manage in English well enough for us to understand each other. Other than that, we couldn't care less if you're from Altair Four or the Black Lagoon.
What I like about my fleet, is what others of you have mentioned about yours. People with varying levels of contribution, but people with low levels aren't ridiculed. Meetings and events aren't very strict (Admirals don't even have to show up really). Everybody (as far as I know) feels included, and we haven't really had a member leave at all in two years, except for the occasional person who joins the fleet for a day and leaves.
Another thing that I like is that it is against the rules to spam fleet invitations. That just drives me crazy. We help players first, we invite irl friends, we have our advertisement thread on the forum, but we never just spam invites and never promise tons of free TRIBBLE.
Promotions come at what feels like a natural pace.
We aren't without conflict, however. We're all human (well, except for the Andorians, Romulans, and Klingons). I used to be an Admiral in the fleet. I was one of the first few members. Had a great time for about a year, but then some personal issues as well as issues with a few members of the fleet. We had a tough time for a while, and I resigned my position as Admiral and accepted my position as an Ensign. I've worked my way back up to full Lieutenant. Any disagreements we've had in the past are gone now, and that conflict is long forgiven.
We have a nice sized group of people in our fleet who are what I would consider experts at this game. They are great at PVP and all that. They always teach new players and help them level up. They have a great amount of patience, and give gear and money to start people off.
Edit: Fleet magazine that we put out from time to time is fun.
We also have a ton of Doctor Who fans (you can tell by our name, Timelords). Except for one of our Admirals, he seems to have only watched the show for David Tennant, he's silly :P
It's the people that make a fleet good or bad. Not the Tier, not the command. If you have good people, it'll be a good fleet. If you have a bunch of douchebags, or worse, the leaders are megalomaniacal control freaks, it's going to be a bad one.
I've been in several different fleets, on both sides. I currently have my toons spread out over several, and I like it that way. And they're the best fleets I've ever been a part of.
A few things I wanted to mention about my fleet since I wanted people to get an idea what is out there...I have been shocked with what people will put up with.
1. No we aren't an adult fleet...if you like that its fine but I don't think it has much of a Star Trek feel to it if people are just saying and doing whatever they wish...which can be pretty nuts if left unchecked. Even in an adult only fleet I always wonder what the member's children overhear when daddy is playing.
2. No contributions are required....never even heard of a fleet tax until recently and also heard of some fleets that expect 400k!!! in contributions before even allowed access to provisions.
3. Since we are fairly new we dont get the masses who are only there because the fleet is T5. How I will avoid this in the future as the fleet leader I don't know but I wont advertise our fleet level and soon probably wont reply to people wanting to join based solely on that.
4. Active officers and leadership. Also recently saw someone say they "own" a fleet and let their officers run it. Sorry no, a fleet needs an active leader who cares about whats happening.
5. I see people keep mentioning the whole "come as you are do what you want vibe" and how great that is but if everyone is just off doing their own thing nothing will ever get done in reality...and it's not a fleet. Think of what the military in any country would accomplish if the soldiers could just wander about aimlessly? I'm not advocating dictatorial power over fleet members but there needs to be rules and a common goal.
6. Helpfulness. Not a fleet around that doesnt say how fabulously helpful they are but when someone asks a question or ask for help there is dead silence in chat. That doesnt happen here. I make sure of that.
Good luck to you all in finding a fleet that fits your needs. I spent over a year in a fleet that ignored me, didnt help, only wanted contributions, and didnt have events or meetings. Be smarter than me.

1. The people in it. We grind, we play together, but for the most part it's more about fun than perfect runs every time.
2. The dreaded Fleet Tax is low enough and regular events are held where the two non-store access ranks are given exclusive access to project contributions.
3. Leaders and Senior staff are as attentive and helpful as can be reasonably expected for what are in the end voluntary positions that take up a great deal of playtime.
Fleets with no-requirements and an open bank will learn their lesson soon enough. In an ideal world, that's how I'd like it, but after a while, you come to see why other fleets have them. But hey, if you can make it work then hats off to you, seriously

The best part about the Federation's Elite is that it has no drama, everyone is reasonable, and our waste doesn't stink, so to speak. It's a well-oiled, well-designed machine. If you put your ear to the screen, it actually hums with the harmonious motion of its many elegant parts. Every interaction feels like peering behind the face of a fine astronomical clock, or watching ballet.

In reply to this, not knocking you, as you're more comfortable with a more structured environment, and that's great. But I think the people mean, by "come-as-you-are" the stated goal, is more about individual fun, and feeling like if you pitch in, that you're really are helping, not that it's "mandated", or that "you have to", which means, the people doing this, genuinely like, and feel like they're helping, in contrast to being ordered to help.
Now the fleet I am in, Steel Talons/House of Garkon, what's cool about it, is again, the whole come as you are. It accommodates a LOT of play styles, from those that love PvP, and have fun sharing what they've learned it it, to doffers, to STF/FA kinds of people, and those that like to spend tons of time doing solo content.
The main binding factors are: we're generally enjoying what we're doing. We also share stuff we come across, that may not be generally known, so more than one person ends up benefitting from others' learning experiences, and we generally respect each others' opinions. There may be some impatience, etc etc, but at the end of the day, we're all there because we want to be, and we don't feel forced to do anything that goes against what we believe in. There's also a willingness to try new things, and get events organized, like right now, we're in the process of getting a pair of intrafleet PvP contests going, an amatuer level, for those that have little to no practical experience (or may also just want to use a newer character, that's not fully kitted out with all the little perks), and a "hardcore/pro" tournament, for those that are cutting-bleeding edge specialists in it. But as with anything else we do, no one's being forced into it, it's there for those that desire to enter, and those that don't can sit on the sidelines, and cheer for their favourite (or even both, lol). And no matter who wins, in either, when all is said and done, the winner gets a prize, but it's remembered that we're all together, in the same fleet.
