Fleet Mogai and Fleet Dhelan are better then the Fleet Ha'Feh STOP.
Fleet Mogai:
I'v always dreamed about a ship with that configuration, but I don't like its look, I really hate its look.
Fleet Dhelan:
Very nice configuration and very good look, but i don't like its Boff layout.

I'd like to take the Fleet Mogai, but I really hate its look.

I'm really not seeing how the Dhelan and Mogai are better than the Ha'feh. Yeah, the Ha'feh has lower shields and hull, which is pretty well negated by the Battle Cloak and Boff layout it has, so nothing to see there. The only GLARING difference between those three is the Mogai and Dhelan have Lieutenant Universal officers (the Mogai also has the lowest turn rate and only 4 tac slots). The Ha'feh having a Universal Lt. Commander slot is HUGE (personal opinion here). From a pure damage output perspective, the Ha'feh trumps both the Dhelan and Mogai, period, and can still take quite a beating.

That's what I was telling him. They are oriented differently. The Mogai is engineering oriented, the Ha'feh is tactically oriented, and the Dhelan is science oriented. OP just doesn't seem to get that.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
I don't really see the issue, sure you can argue how the Fleet Tiers are divided to an extend - Not that it will change anything.
Personally, I'm in a small fleet as well with no hope of reaching Tier 5 Shipyard in any near future. So I spent the 10m EC it costs to rent access to a Tier 5 Shipyard and got my Fleet Ha'feh, quick and painless.
As stated several times, the ships have different focus, the Ha'feh is no worse than the Mogai - The Mogai can take a better beating but sacrifices a tac console. The Ha'feh has a wonderful Alpha Strike and I love it!
