I don't use it, due to using only a couple of beam banks and cannons/turrets on my D'dex. It'd be great for an all beam boat. You could use it along with the accurate trait and use weapons with no accuracy mod whatsoever and concentrate on crit boosting.
It sounds nice but i'd rather have the console space go to something with a little more effect. Just my take on it, but i'd rather go for the acc bonus on weapons. Then again, my console layout is fairly time tested and was crazy expensive in EC terms, I've had no reason to change the layout in some time now, so I'm admittedly biased toward not 'messing with success'.

Yes PvE, I dont do PvP much, dont have the tactics for it.
Would not waste the space - especially if you have skill points in accuracy. Under normal circumstances - ie when the Borg spheres's are not on Emer power to engines Crack - most shots will land in PvE - console will not make a big impact.

Personally i see this console as a PvP console to boost acc against fast/small moving targets - it would help a lot combined with fire-at-will - put not really in any PvE content.

(At 12 marks per mission I pretty much laugh at everything in the nukara reputation and I am not doing it on any character myself.)
But that aside I always compare new consoles vs what I already have. You are giving something up for it which you have to add to the table.
And also in my case, since I don't pvp, "empty stats" are useless to me. I'd call that more of the same.
Whereas something that has an active animation or gives you entirely new ability is much more desirable - to me.
For example the embassy science console that will give better stats on 3 different areas plus add a burning animation in your weapon color when crit on targets.
More than anything I'd say ask yourself it's really, really, really worth it, in not just the low nukara payout but losing potential STF time, when you just get midly better stats and you are already beating eSTF...
OK I'm slowly building up the points to get the Nukara Tier 2 reputation console.
The one that has the 10% boost to beam attack accuracy, has anyone have any views on this console yet? I want to use it on my sci/ beam boats.
Seems like a good console to have alongside the plasmonic leech.

I personally love the console since I fly the Tholian Recluse carrier with a beamy loadout. It does help a lot with accuracy on your beamers. I don't see it working for cannon based ships however, just doesn't fit unless Cryptic makes it +10% to all weapons in the future?

I Fly a Fleet Excelsior all Beam Boat (ACC x2 Spiral Wave Disruptors) And I love to farm in Kerrat.
It is a great source of EC. But since it is also a PVP zone I need to have "some" PVP skills or my time there would be not so enjoyable. (Don't get me started on the OP B'Rel Alpha strike combo.)
But in a Aux2Batt build I can dish out some pretty wicked BO's. But I have been looking for a few ways to improve my build. I have considered the Plasamonic leech with the Maco Set combo or the Gravator Pulse Gen or the Subspace Jumper, but I currently run my build geared toward Crit's.
I run Romulan Boffs with Crit bonus and all the Crit boosting consoles, also tier 5 on all the Reputation (except Nukara, half way through tier 5). After reading this thread I am tempted to just buy that console now.
I read somewhere about ACC overflow and that once your ACC is boosted to %100 the rest gets dumped into Crtd or CRTH.
So with the ACC Captian trait (+ %10) and the Acc x2 modifier on the beams I should get a + %30 acc bonus to all beams already.
So the bonuses to Critical Chance and Critical Severity depend on how much greater your Accuracy exceeds your target's Defense (this is the 'Accuracy Overflow') So with an overflow as low as 0.13 that would give me a 1.25% Critical Chance, and a little more than 5% Critical Severity boost. If I can get some holds in there like warp plasma or a tractor beam and this new Console it should start to make some nice one-shot kills on the BO's

Once you have the Galor you can use them on any ship. Some (myself included) think they are the best beams in the game. I have used all Phaser, all Plasma, Phased Polaron, Phased Tetryon ect. and always go back the the Sprial waves. They have 2.5% Chance to Disable 1 Subsystem for 5 sec to target 2.5 Chance 10% Damage Resistance Debuff for 15 sec. So they have the Phaser and Disruptor procs combined.
+ 5 Shield Power
+ 17.3 Power Insulator
+ 17.3 Particle Generator
+ 10% Accuracy with beams
Feedback :
- Increase in shield power is always nice as Nukara T4 reputation passive and the upcoming Fleet Warp Core start to shift damage boost away from weapon power. As a result, someone who can maintain high Aux and/or maintain high power level (>75) in each subcategory will see a significant boost to their damage potential
- Power insulation is important in both PvE and PvP, more than one realizes and especially for Starfleet because Klignons have a variety of space toys that can energy drain people with ease. This is nice to have and useful though ultimately, an optional boost if you already have good power insulation in place
- Particle Generator is very useful for Sci focus ships who have skills or powers that use exotic damage. Once again, the trend is clearly moving away from DHC/BO DPS in an effort to boost the damage potential of non-Escorts. For ships which already spec to use exotic damage such as feedback pulse, gravity well, isometric charge, plasma shockwave or sabotage probe, this can be very useful. But for those who don't use this skill, they will likely find this to be uninteresting
- Beam Accuracy boost is always nice and needed given many ships have high defense value these days

I still prefer my experimental Romulan Plasma beam array. Its bonus is far more reliable with the special firing mode (Romulan Jull Melt), +6% critical hit chance and set bonuses with the Zero Point Energy Conduit Console and Romulan Hyper Plasma

I use the Romulan console as part of my default build. The Nukera console is interesting, but I dont have room for every console that does something interesting, so I had to swap out something else, and the Romulan console is the one that lost. On my other ships, that dont have sci captains or beam weapons, the Romulan console is still more useful.

Yeah fine, but the tooltip in-game for this skill doesn't read exactly like the tooltip in the wiki, the important part - about exceeding the hit cap - isn't there in the in-game tooltip. Kinda going on blind faith here with the wiki entry. But if, if, it's right, it's right, then I don't care.

For what use? PvE? I don't think NPC,s have that high a defense that your shots would be missing lots.
