STO doesn't play well on most computers, so it would be a bit of an effort for them to code and patch the game so that it was stable on both PC and X Box.
Second, they tried to port it X Box before and had a dissagreement with Microsoft as to how they would handle "the business end of things" in that effectively you would have needed 3 subscriptions to be able to play. (Internet, XBL and STO)
Granted STO is free to play now, but I would rather see them invest money and time into creating new content rather than making a useless port to this or any other console.
if the XBones live is anything like current live. cryptic would have to add a whole new currency to the C-store, as anything on Xbox Live is required to be bought with microsoft points, which means xbox would be getting a percentage of those sales.
not to mention the time and effort that would be required to code the game with full controller support.

Xbox vs playstation vs Gaming PC flames aside- There's no way to keybind every command in STO to a handheld controller. The only way I see it happening would be if you used smartglass to use your tablet as the keyboard.
Even that would require a pretty good amount of development- and resources that I don't think Cryptic has. Plus, you'd have to port it over- again something Cryptic does not have the resources for. I doubt PWE does either, considering they don't make console games (that I know of).
There's also licensing and micro-transaction issues.
I understand the OPs interest. I play PC games and console games. I don't have a cable subscription, I have an Xbox 360 with Netflix and Hulu Plus. I will probably end up getting an XBox One. I seriously doubt it will be dead on arrival. Microsoft is doing very well with pre-orders. They may even have the same problem with availability that they had with the surface.

actually, the PS4 is a lot better. mainly because it will be a lot more used games friendly. meaning they wont have the stupid licensing thing XBone has, or if any sort of DRM is incorporated it'll be upto the game makers to decide, not sony.
The Xbox one is also not a gaming machine but an entertainment hub. Jack of all trades, master of none.
It also has some game-breaking DRM restrictions and is going to float like a lead balloon.

The point, which I think you missed was not that the port shouldn't exist, but the effort that they use to create the port and make it work cross platform (no matter how easy you might think that is) would be better spent on them developing new content for this game and or making it run properly on the PCs it's currently running on.
The game has a number of problems and bugs not to mention server instability. Would it not be better to make sure these are solved first?
