Seeing as I find it both extremely unlikely and illogical that the Borg would only assimilate Humans, Klingons, and Romulans (and male Reman BOffs), the option should be given to players with the Liberated Borg unlock to allow them to choose Liberated Borg instead as a "sub-species" for any playable species that they have access to.
As for BOffs, they should be upgraded so that players can purchase a recruitment voucher for their choice of Liberated Borg species, career, and gender BOff, like with the Aenar and Caitian requisition forms.
Sure, the Borg may have been severely damaged after the events of Voyager: "Endgame", but I do not think they would resort to limiting themselves so greatly in terms of what species they are willing to assimilate.
There is even in-game precedence for this, as the Borg assimilation ability will work regardless of the species of the affected character. The Borg cybernetic assets will even display regardless of the species of the assimilant, meaning that the only thing getting in the way is Cryptic's willingness to do so.

And would you care to elaborate on exactly how they are unbalanced? You have only said that it would "completely mess up the balance of the game in a negative way". That's awfully unspecific.
There should be no balance issues with making Liberated Borg available to other species, if done properly. For example, players would still have to use up a trait slot for species-specific optional powers, and Cryptic can also tweak what bonuses and abilities the Liberated Borg trait provides for each species.

This seems to be the primary issue here... It it worth the effort (and funding) to develop this for such a limited player group. (After all, how my lifetime subscriptions will a user purchase? Users who are ready LTS won't purchase another one). And putting it in the C-Store will de-value the lifetime subscriptions that are already out there...

You're not factoring in the BOffs, however. It would be more worth the effort because it would be the BOffs which would be purchasable in the C-Store, while the playable versions would only be available to Lifetime Subscribers.
The BOff versions would justify it by bringing in the money, while the playable versions would be justifiable due to the improvements made for the BOffs, which could then be ported over.

also these are liberated borg; its one thing to assimilate a species, its another to liberate it. Maybe not all species have treatments or can survive the process

Again, it is more than possible for any playable species to be made Liberated Borg as Cryptic went to the trouble of actually making the enemy Borg "Assimilate" ability add Borg costume pieces, no matter what species the player's character was. Even Caitian and Gorn. They then got them to actually mesh properly with them to boot.
There shouldn't actually be any new work needed asset-side, just coding. Which, I admit, isn't something to be sneezed at. However, I still think that the revenue from the new Liberated Borg BOffs would more than make up for the time and expense required to implement them, as well as the playable versions.
If i remember correctly, though i may be wrong... Dstahl mentions a few times b4 the release of LoR, he said after the release of the Romulan faction, it's is possible it can open doors for a future Cardassian and Borg faction as well.
The only way that i can see a possible playable Borg faction, if they're were part of the Liberated Borg sect and since the Borg Collective assimilated thousands of races, i don't think we will see bunch of borg races due to alot of programing issues and other problems, but instead we would see just one humanoid ''Alien/Generic Hybird'' race though it may not called that, instead Cryptic might just labelled them simply only as ''Liberated Borg''.
