Heads-up Display Bug? Traits on Strike?

OK, here are some new ones the last couple of days:
HUD: I have changed ships multiple times during my progressions and, while I have had to re-arrange the display to preference after patches or bug fixes in the past, once that's done, I've never had to go in and re-set AGAIN.
Weeelll...over the last two days, with my new Rommie ship, I have not only had to reset a couple of different times, the HUD is all sorts of weirdly arranged: weapons buttons really far down below my abilities/weapons/etc. tray (I have the weapons display turned off - am referring to the one attached to the tray itself), and between screens my tray decides to wander up and/or to the right to where I can't reach the stack buttons, or things are hidden from view - I have to rearrange the HUD manually each time. Once or twice is one thing; every time is getting really annoying.
Traits: Simply put, my character apparently does not like the traits I keep choosing, because I have had to go in and reselect them twice now. Character's level is 41 (Subadmiral I), and I have had to do this twice between level 30 (Commander) and now - seriously, ALL of them: I suddenly find myself with ZERO traits selected.
If this is "standard" for us during level-up in gameplay, would someone kindly tell me what sense that makes? I had been pretty sure that a new slot just unlocked but all else stayed unless you re-spec (which I didn't, not even accidentally - all tokens still accounted for), not that they all decided to bail on us! I am inclined to believe it's a bug, but, weirder things have happened...
DOff Issue: Oh, and I guess I will throw this in as well, though I think it might have been reported before: why do I have to re-assign my "Department Heads" every time I log in? I don't think I've had to reassign them once they have been assigned before - ever - in the past two years, even when trading up or trading down ships. Anyone else?

I've already opened a ticket on this issue, but I was wondering if this is common and people have figured out how to deal with it.
It's not a fix mind you but I logged out and shut the game down completely. Logged back in and was able to commit the new traits. So it's a work around for now.
