No Commander (31) Duty Officer Pack for Romulans?

I'm honestly not sure if this is a bug in the game or based on my actions...

I completed the mission where you use a shuttle to defend the colony against the Elachi and then turned it in without first leaving the 'Rhi Atmosphere' mission map. Turning the mission in gave me enough skill points to be promoted to Commander (31) and I got a fly-in message stating "New Duty Officers are available!"

Except I recieved no new duty officers, no 'Romulan Commander Duty Officer Cadre' item, no way to contact New Romulus Command and claim said Duty Officers - nothing.

    I had this same experience on my F-Romulan last night, so I don't think it's anything we did.

    I noticed in the Romulan story arc you sometimes need to have done a certain mission before you get the goodies. Also make sure you spend all available skill points.

    I made 20 on a toon yesterday so expected to get my new free ship. I didn't get it untill i finished the next mission (Mind games iirc) when is was actually almost lvl22.

    So we're thinking that some rewards are no longer bound to your character level, but the mission levels? That is, because "Best Defence" is a Subcommander (28) or so mission, I wouldn't actually get the DOff pack until sometime in the 'Freedom' arc which has the Commander (31) mission in it?


    If that's true, that would be an underhanded and cruel way to bind players to the storyline for rank progression rewards...

    I'm level 50 now and I've done all of the Romulan story episodes and more. All I have left is the 2800 series (Second Wave to Boldly they Rode) and the Cold War series (Cold Call to Cold Storage) and still haven't received the level 31 doffs. I did get the level 41 doffs but I think I got them around level 47 or so. Can't remember exactly.

    They are not suppose to be based on what episodes you have completed. The reward list clearly indicates that you get them at certain levels. That is how it's always been. When you reach a certain level you get the mission automatically to turn in to gain your doffs and boffs. If they were tied to specific episodes then they would show up in the episode rewards list.

    The Romulan level up rewards are messed up with doffs and boffs. I think there is 1 bridge officer reward I either got late (the level 19 boff I think), or never received it at all.

    Captain abilities like Abandon Ship were all granted automatically at the proper levels though.

    Adding another finding of this bug. FedRom turned 31 from finishing Mind Games, didn't get an officer pack or any sort of indicator or anything. Just tried talking to the Centurion who handles that stuff on New Romulus, she didn't have anything to say.
