Reassign underperforming DOFFs - Rom-Fed

I've just tried to upgrade some duty officers on New Romulus, playing as a Fed-Romulan, but the assignment will only accept Romulan and Klingon Duty officers; not Starfleet.

Is this a common issue?

    Seems to be broken for Fed aligned Romulans. The recruitment officer at SFA works for Rom-Feds though.

    For both the Reassign Underperforming and for the Exchange Officers it just has Civilian and KDF Rank, it is missing the Fed ranks.

    Funny thing about the Fed ranks - there seems to by 3 to 4 classifications per level depending on the department your in. An example - Common is just crewman, but uncommon is Ensign, Petty Officer, Specialist, Technician.

    KDF is a bit more straight forward - Bekk, Warrior, Sergent, Lietenant.

    As above, its a bug. If you look at reassign common (white) duty officers, it only takes DOFFs with the rank of Civilian and Bekk (the lowest KDF rank).

    Starfleet Academy works at least for the lower levels, but I havent really exercised it to see if it is missing the proper ranks for every Romulan DOFFs

    Just to add to this, I would also like to point out that if you do this at the Romulan command center, it changes your 5 doffs for a doff of your ally, I just traded in 5 white Romulans and got a green Andorian, why did I not get a green Romulan or Reman?? if I did the reassignment at SFA fine, but I did it at Romulan Command, it should be giving Romulans and Remans.
