Bug in the Azure Nebula Rescue

Loaded in and three of the targets were not there, so we killed the adds and hovered over one rock the whole time. Seems like a new bug. The team got boned pretty bad on marks as it was a solid team, but there was nothing we could do. we sat around waiting for one roid to respawn.
