Some Klingon (and KDF-Rom) content still locked till level 24

Several Klingon (and thus KDF-Romulan) missions, assets, items, unlocks and such are still locked until player reaches level 24. I was only able to unlock the Asteroid Mining mission as well as Pi Canis Sorties when I reached 24.

Also, this goes for certain C-Store unlocks, as I wasn't able to claim most of my Tribble Test Rewards (Tribbles, Doffs) until my Romulan got to 24.

An oversight that was reported during Tribble testing, yet was ignored. I hope this'll get fixed.

    Yes, indeed! A serious oversight. Please fix ASAP.

    Liberated Borg, Rom-KDf and at level 14 I still unable to load any PVP missions or create private challenges.

    Probably related, please fix.
