I can not join PvE Queues (Federation Minefield) with my KDF Romulans

Got this Messages, then my ship warped out:
[System] [LevelUp] You are fighting at Centurion (14).
[System] [PvPWarning] You will be removed from the map in 5 seconds.
[System] Left channel "Team".
[System] Left channel "Zone".
After trying to team with someone i got this message:
[System] [TeamError] That action is not available while auto-teamed.
Whats wrong?
My Romulan is Lvl 19.
The team and privacy settings are default and unchanged.
