Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.
Nope... Played the Beta, and I patched tribble as late as yestoday (before pre-patch was announced), and I still got the 9 gig patch.
BUT... remember: You don't actually download 9 Gig... you just patch a total of 9 gig... The actual download is/was significantly smaller.
If this starts happening on Holodeck too, then I'm screwed untill Cryptic solves the problem.

I got yesterday off and launcher started patching 5.8GB. I left it over night,
Now i go off from sto and it starts patching again 5.8 GB.
EDIT: second 5.8 GB patch finished quickly.

It made a 9GB+ worth of prepatch files, system was running for 15-20 mins building those files, but the actual downloaded content was less than 200mb.
The speed all depends on how fast your harddisk is, combined with system speed, and how fragmented your drive is where STO is installed.
As long as your HDD is busy, it has not crashed or stalled, it just working with your local files.
When Cryptic patches they don't mess around! I think that 9.8gb is bigger than the original game. ;-)
