Station Personnel Officer on Starbase bugged?

We finally started this project, since it was bugged a while back but threads claimed it was fixed, and we can't seem to contribute any Boffs to the mission. We have tried white to purple klingons but nothing seems to work.

At least a couple old threads claim it was fixed back in december....

pbsak? or real bug?

    still bugged.....SB upgrades blocked until this gets fixed.

    It appears this bug still exists. I'm unable to contribute Boffs to it.
