The Doctor ran a simulation in the holodeck confessing his love for Seven and she responded in true holodeck fashion. He then exited the program and decided that the risk was not worth it. His fear of rejection prevented him from saying anything to her.

The Doctor's professionalism never stood in the way of portraying the Voyager crew as a bunch of hologram hating bafoons in his holonovel, which btw totally objectified Seven.

Also, I believe in Tasha's farewell, she expressed affection towards Data, notwithstanding the awkward evening they shared.

As before, fear of rejection is certainly a possible interpretation, but it can also be taken further, to an understanding that that rejection would have irrevocable impact on their professional relationship... I think the Doctor's ethical subroutines had better defined boundaries than Data's

    Satire...

Of course she did, they were friends, and Data inspired her to see the universe without the hard cynicism which her upbringing had forced upon her. That doesn't make Data's taking advantage of her to 'get some' any less 'conduct unbecoming'... Same for Data's forced attempts to befriend the boy...

Afraid? I disagree... As her physician and mentor, he knew his feelings towards her were inappropriate, would not be reciprocated, and would only interfere with their existing status quo. I don't consider that impotency or fear, but respect and knowing the boundaries.

To me, the Doctor/Seven thing always seemed borderline incestuous. Not only did he have that sort of mentor relationship, but to a certain degree, how she looked was a product of his own subconscious as well. Remember, she was assimilated as a child. So her 'Space Barbie' appearance after he 'patched her up', from breast size to the details of her facial features to her hair to her posture, not to mention the skintight bodysuit with the heels...all came from the EMH's subroutines. He (possibly subconsciously) created his own idealized, objectified female form, then proceeded to fall in love with it, even as he mentored what was essentially an overgrown child in her emotional and social development.

That EMH was the creepiest computer subroutine ever.

Never looked at it like that but reading that all of that logic is legit. I hope they deleted him when they got back, if not lock up your borg daughters @__@"

I'm not totally convinced... I know that he said that stimulating her hair follicles was a vicarious experience, but her physical structure, she had while fully assimilated... The catsuit I can't argue, as there's never been a plausible explanation why she wasn't issued a Starfeet uniform like any other non-commissioned crew-member...

I think with his 'friendships' with Sarjenka and Artim, Data still trumps that... The Doctor might indeed have been a bit of a perv, but he never went into 'To Catch a Predator' territory

But it was established they both are alive. Data was programmed to be self aware and The EMH was left on long enough to become self aware by himself. If anything he was more alive than Data. ( The EMH being a [beep]hole and all tis a human trait :P )

But the EMH in trek lore was not the first Hologram to become self aware.

    Data still pwns him though.

Being "aware" through programming is still not being alive.

    It is an emulation.

There will always be something missing.

To me the creepiest program would be the Borg Queen. She's like a Buck Rogers evil princess mixxed with the Duras Sisters.
