Ever since I saw the Dreadnought on DS9 I was in awe of it. Its power, size, presence, everything about it screamed death. The Valiant believed they had a way to destroy it by destroying the antimatter containment unit. The Valiant attacked the Dreadnought, scored a direct hit but were then systematically annihilated by the lumbering behemoth after it lurched out of the huge fireball created by the Valiant's attack.
When I saw that the Dreadnought was going to appear in game I thought it was going to be a ship to be reckoned with. After much tinkering and adjusting and conversations with PvPers better than me I have (some would say finally) come to the conclusion that this ship blows chunks.
It may have a huge hull value but with no great means to replenish its shields it's cannon fodder. It has too much tactical BOFF slots and not enough of anything else.
It needs a new BOFF layout. As a suggestion, a layout with one commander, two lt commanders and two ensigns would be good, sort of like the Orb Weaver. One lt commander tactical, one ensign tactical, one ensign engineering and the commander and other lt commander slots being universal.
Cryptic, the Dreadnought is a paid for ship. The ship cost 800 lobi meaning that somewhere along the line you've collected over $100 for this ship. You need to fix this joke of a ship. As a minimum it should be able to take heaps of damage and still keep coming.
The problem is, if you want survivability with the JemDread, you've got to trade off firepower. Having TS1 and TS2 in the Lt Uni slot makes a whole lot of difference, but of course you can't keep up the same firepower output. Stick a shield distribution doff or two on and you've got another decent shield heal.
Don't try the attrition game with it though. The Tac cube on ISE will still bounce you around like a tennis ball. In regard to PvP... I think its fair to say the ship isn't designed for PvP, lol. It's a comp-stomp ship really.

STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

It definitely is for PvE one of the most powerful ships out there. It's a lot less so in PvP, where it sort of falls into the "I could try and do X with it, but it would definitely be better to use a different ship to do it instead."

If you feel Keel'el's effect is well designed, please, for your own safety, be very careful around shallow pools of water.

Firstly, asking to be able to complete on a level playing field is not pay-to-win. It seems to be the catch-cry of people who don't have premium ships in their hangar. "You have that shiny new ship that I don't!! You're pay-to-win!!"
Secondly, STO, more than other games I've seen, gives you the opportunity to obtain paid for items with grinding. Sure, you may have to grind but at least you have access to premium gear without spending real money. Yes, I bought keys to get the Dreadnought but the Wells, D'Kora and Galor in my bank were obtained through grinding dilithium. Are they pay-to-win seeing as I got the through grinding? Or are people going to cry and whinge that I'm also a grind-to-win person, too?

Dude, stop feeding the troll, cause he's just trying to make you mad. I feel you man. My Galor that I worked my butt off for just barely works, and thats cause I put a full two months worth of grinding into the doffs gear and ship. Just by looking at the jem dread, I can tell you it's made for PvE, and it would most certainly rock at such a subject. If you want a jem starship thats good at pvp, the heavy escort jem carrier is a good option. If you really want to fork out the cash, grab a JHAF. You'll even get the attack fighter pets for your carrier.

I dunno, I've seen several fleetmates swap into the thing and their damage increase significantly, simply because they can put out escort levels of firepower plus pets. Definately helps that in most PVE missions, the targets are slow enough that the turn rate isn't a problem though.
By the same token, the fact that is that an escort+carrier would be absurd in PVP if it could maneuver properly. You'd have a ship putting out all that direct firepower, plus spitting out frigate pet support besides, it'd be like an Armitage but moreso and without the Armitage's flawed BOFF layout. So this way it has a weakness. Its a big weakness, but it gives it some character.
Besides if you really want to tank, be nice to your friendly neighborhood engineer with ES3 on their cruiser.

Found your problem. There's nothing wrong with the ship and everything wrong with PVP.
I find the Dreadnought to be an amazing ship. No its not something I would recommend taking into PVP but every ship is different with strengths and weaknesses. if its not a pvp ship then its not a pvp ship. it is an outstanding pve ship and i dont think it needs to change to make it similar to others.
its unfortunate that we cant customize our specs a little more to make our ideal play style match the ships look but i dont think that will ever be the case.
I haven't tried the ship yet but I figure you can make it pretty tanky if you use 3 damage control doffs, also if you also have 2 attack pattern doffs you can keep cycling omega and delta at global also for more defense. This would be my build, just switch the canon skills out if using beams.

I see nothing wrong with this ship. It's a monster in PVE and in PVP. You just need to learn its strengths and weaknesses and make a build around that. There are many builds that can be adapted to this ship and it can be one mean monster to go against.

A sick dreadnought you have there, kind sir? Well we have a prescription for that.
1.) You need hazard emitter 1 and polarize hull 1. On the LT science you have in your universal slot you also get scramble sensors 1. I will explain why soon.
2.) You will need 2 sets of reinforced (advanced) shield restoration drones/shuttles.
As to why:
The Shield restoration drones yield you a net tss heal effect of around 136 to 186 (what exactly determines this do not care to know but this is the observed range of numbers so far) per drone. Each Hangar holds 2 wings holding 2 drones, making this an pretty much instantly active shield restore of over 400 after activation for as long as you have the drones out.
Combine with power to shields and you get a pretty decent shield tank (use aux power to sif 1 for added hull heals if you have power to shields 3 or power to shields 2 and aux to sif 2).
Nothing you put in the hangar slots will benefit this ship more than that.
As for weapons: for pvp a clear prescription of either attack pattern beta 3 or delta 3 with omega 1 for CC immunity combined with FAW and 2x tac team 1 (unless you have very good tac team cd reduction doffs).
I recommend 3 turrets (or 2 + cutting beam) aft and 4 dual beam banks front (or 3 and 1 torp of your choice the tac slots have enough room for a torp power of your choice without ruining patterns use or defense).
Now why scramble sensors?
1.) Biologist doffs turn Scramble into annoying power recharge de-buffs
2.) Your shield repair units are vulnerable to area effect fire like FAW. Scramble sensors increases the life time of your drones by opening up a lot more targets for your enemy to randomly shoot at.
If you are klingon though, you can use orion interceptors to cripple a target and blast him with dual heavys ^^
In PvE the dread is an utter monster, I'm bad with big ships but that thing just naturally tanked, in PvP it is pretty lacking.
The OP I think just wants the ship bringing upto the spec of other higher end cruisers.

I've seen plenty of cruisers 'tank' through multiple escorts whilst still healing others.
I've also seen plenty of cruisers also harass escorts to the point where they don't go after them.
Think of the ships like this, the cruisers are an anvil, the escorts are the hammer. You don't swing an anvil around to do the damage/shaping, you swing the hammer and use the anvil as a solid piece for support. For the love of god, stop crying about cruisers don't handle like escorts and don't have the same damage output so they must be nerfed, no, just no, they aren't DPS monsters, they aren't meant to be. If you don't like that fact, find another game or use something more suited to what you want!

I think the main problem is you're expecting it to pwn in PvP when like someone pointed out it is very PvE orientated. The JHEC is probably better for PvP as it is a lot more flexable in layout and can run a kickass A2B build. Only reason to use the Jem Dread is for the JHAS pets which a certain fleet is trying to remove from the game and it's extra hull but that means didly squat in PvP when coupled with so many tactical slots usually.
Unfortunately it's most likely due to the way PvP is at the moment more than anything. It's all built on destroying the other team when it could be objective focused with casual encounters with the other team. Kinda like Kerrat but without the 5 on 1 ganking and "noob build trolololol".

Console tips:
Graviton pulse makes things sitting ducks to be critted into death.
Iso charge as always remains a heavy hitter and with a high crit chance and Alpha and tac fleet and whatever other damage buff, this thing can crit-murder players even in pvp when used on a tight group.
The Command interface debuff kills defense rating and debuffs hull resists, so you get a double benefit. + Its a team helper because it can shut down any system. even shields.
I would reccomend AP weapons on this ship and trying to maximize your chance to crit.
If you are a klingon definetly go with orion interceptors, they murder the opponents ability to fight you by destroying their weapons and engine power (and no amount of power insulators helps you versus 12 ceptors draining you dry).
crit enhancer console are recommended.
If you want pure non crit dps you might want to go with polarons and the jem set. 1% snb chance included.
Like many people have stated, properly set up the Dreadnought is a steamroller for PVE content. Many of the disadvantages it faces in PVP is largely a result of the disadvantage that cruiser in general face compared to escorts.
I have both the Recluse and the Dreadnought. Dreadnought for pve Recluse for pvp . Of course the Recluse is also fun to take into pve now that they have their own frigate pet. My Recluse has become quite the heal boat, which is nice because I have been able to keep myself and my allies alive through many impossible fights due to the unique strengths of the Recluse.
Doing damage as full carrier in pvp is really quite an upstream battle. It's doable but it is an exercise in frustration. Even if you do gain an upper hand on an escort, a smart escort captain will easily enough just fly away and reset the fight.
