Completing T5 Romulan rep on a Klingon allowed a half-Klingon, half-Romulan unlock for the Romulan faction.
Completing T5 Romulan rep on a Federation allowed a Reunificationist Vulcan unlock for the Romulan faction.
Completing T5 Romulan rep on a Romulan allowed a Reman unlock for the Romulan faction.
Completing all three allowed Reman and Romulan unlocks for Federation and Klingon play in Fed/Klingon uniforms, with Fed/Klingon ships.
I most certainly hope not... I like the Remans far beyond the arogant Romulans and being forced to play a Romulan to T5 rep before able to play a Reman would be a massive turnoff for me !!!

From what the devs have said....for ANY character that gets to t5 NR rep, meaning that when LoR goes live those who have done so will be able to make a reman for the romulan "mini"faction
its actually just one of the ways to unlock them...the other two being the LoR legacy pack purchase or buying it off the c-store when LoR goes live.
Do you want the story reason, the game mechanic reason or the financial reason? Not sure, okay, I'll give you all three.
From a story perspective you start well before the founding of the Romulan Republic as a refugee citizen of the Romulan Empire trying to start fresh on a new colony world. Your history as a soldier in the Romulan Navy grants you an officer position when the colony finds they have to defend themselves from the Tal Shiar. At this stage in the story there is no progress towards reunification.
From a game mechanic perspective, there's really no mechanical reason not too. They could plunk any playable race into the Romulan Republic, have him start as a backwater farmer and have him ascend to the ranks and build the Romulan Republic. Some dialogue choices might be strange but that's your own immersion you're risking, doesn't effect me.
Financially speaking they have no impetus to add more races to the Romulan Republic. They are monetizing the ability to play as a generically made "alien" and even as a Reman. If they get two of three "unification fanboys" to start subscribing just so they can make an alien that looks like a Vulcan, that's all gravy for them.
