I love how fast they regenerate. The auto shield heal isn't massive but still a plus, as is the once per 3 minutes tractor beam.
I really like the Borg 3 piece for ESTFs etc. According to ACT, the hull heal (which you get with 2 pieces) does over half my healing. Handy on the builds where I have prioritised offence over defence and have no ASIF.
Normally I'd go replace the shields with something else (Elite Fleet Shields, MACO, KHG, whatever), but for regular gaming, I can't fault anyone for going the full Borg 3 piece set. The chance for free hull and shield heals is hard to pass up in any kind of ship. Most especially on an Escort where you will be heavily focused on the offense.
In addition, the set has some pretty nice subsystem power bonus, and the deflectors are fairly defense oriented with a dash of Graviton Generators to help make Tractors and the set's (free) Assimilated Tractors more useful.
Just keep in mind, the Borg Shields have fairly low shield points and are not meant for being focus fired so heavily, regens or not. A big deal in PVP. They also do not have the generic shield resists as some other fancier shields, but it does have Plasma Resists to help you out in STFs.
