  Normal Tailor not working either in Starbases or Fleet Starbase.

  I'm also having this issue. I can't change my current outfit, but if I have an unused costume slot, I can make a new outfit.

  I submitted a bug ticket in game on this and the ticket was closed at some point without any response.
  
  The problem persists after 5 days of trying.

  I can only modify certiain ships. But saveral are locked to the skin they had when the problem started, haven't found a solution but I'm stuck with the boring default on my new ship... lame.
