Some of you might remember a thread a while ago, pre-season 6, where I took it upon myself to serve as a hub for all the suggestions people had for fleet advancements, to try to motivate Cryptic to add to fleet development, and was supported by more than 40 Fleets total across both Fed and KDF fleets, as well as individuals who were seeking a reason to join a fleet.
Now I am not sure if that thread actually helped, but alot of the suggestions we added to that thread came more or less true in Season 6, when fleet Starbases were introduced, so I'd like to think that Cryptic used that thread as a reference point.
Now it's been a while since Season 6, and the changes has had time to sink in, and evaluated in-game.
Now I want to re-boot a new thread, this time trying to create a hub for enhancement of the now pretty good fleet system, that I still feel needs work to become everything it can be.
Suggestions posted in this thread will be categorized in a reserved post below, and added into lists.

Since the Fleet Starbase and Embassy are temporal instances, you cannot use them as a true "fleet house" like people uses the Earth Space Dock or other permanent instances. Fleet Starbase and Embassy should have a permanent instance system that allow em to serve as "Fleet Housing"
Enhanced Ranks
Better and enhanced rank systems, allowing for more and less than 7 ranks at any time.
Enhanced Fleet permissions
Pr user permissions to invite, use provisions and stuff like that. Obviously that would require a pr-user permission page
Leaderboard
"Search" capability. Similar to bank repository to find out transactions per player.
Provision Store Logging
Similar to bank logging, we'd like to request logging on fleet/embassy-provision stores as an extension to the leaderboard.
Current leaderboard only allows us to see who has contributed, but not who has used/abused. An extension of the already existing bank-logging system would be appreciated.

While I am not a big fan of PvP, I think it would be healthy for the PvP community to allow PvP-Fleets to flag their bases for random PvP attacks, where other fleets can attack such bases if they themselves have flagged their own bases for this as well.
Random encounters:
Random appearences of enemy ships attacking your base while in orbit, or the need for you to go repair systems at random... Basically a random number generator that requires your attention when you are there, or potentially a timegated event, where you have to allocate time for the "events".

Since we're limited to refine 8.000 Dilithium units, it would be nice to make this part of the game more "Free-to-Play", allowing Dilithium buyers only aesthetic advantages, as in other F2P games.

I imagine one of the side effects of the small fleets is the members are awash with Fleet Credits but struggling to advance. The current way of using Fleet Credits to help with the advance of the base is to use them to buy DOffs and Fleet Mark bonus pools.
How about a "Fleet Provisions" like "Embassy Provisions" purchased with Fleet Credits? And fleet projects that can take these Fleet Provisions, Allowing the small fleets to recycle the fleet credits that they are holding.
A new project that appears after "unlocking" the "fleet" uniform. This followup project will unlock the fleet uniform for real. So it could actually used as a fleetuniform, with every member of the fleet having access to it instantly after completing the project & leadership could put a template in the "fleet uniform" tab.
Right now several of my fleetmates do think it looks nice. But to make it our official fleetuniform under these conditions? No way!

Considering the resources my fleet has burned to pretty up the place, I'd very much like to be able to idle at our SB. Such a thing would foster unit cohesion as well as create a strong sense of community.

Actually both are already in place:
When the fleet leader roles have not logged in for 30+ days, the next in line, in the rank below can "Claim leadership".
Same goes for projects.
If 30 days with no queued projects have passed, any member above the first rank can assign a new project in a open slot.
We've tested both in my fleet, and it works.

Every two-three months, past Limited of Time special projects are made into regular special projects and made available to every fleet. With the cost of Dilithium reduced and supplemented with Fleet Marks and Experience points. This way those that missed out or chose not to build the Limited of Time Special Projects can always go back and build them later.

It does exist, it's a Tier 2 Embassy upgrade project. When you get the shuttle to the starbase from the embassy, you also get the ability to travel the other way too. It's available on the starbase transporter pad, with an incorrect description.
I do think the mail and exchange unlocks in the embassy aren't very useful as they exist just outside the embassy's front door.

Considering a wapon from the Romulan or omega store cost you all ready for your ship 25k.
Small fleets can't make enough Dilithium and get the wapons.
Where not all having 24h time a day to play and 6 charicters to get dilithium with.
It takes 1 charicter 25 days to get 200.000 dilithium meaning every day 8.000 dilithium.
And there are projects that ask like 60.000 not including the specials. recruitment ask 1000 because ( that pack )half of the projects also need DoFF's
Now the reputation drawing from that also so it takes more then 2 years to finish 1 base for a groep of 5 that want to get also the fleet ships its crazy the amount of dilithuim a fleetbase ask from a small fleet that has maybe bin around sinds day 1.
So Yeah i support the No dilithium for normal base things the cosmatic part keep it @ 200.000 even a small fleet could get some of that then.

As a member of a small fleet of about 35 people, the cost of the fleet projects does get bothersome. Primarily the dilithium. I have been a member for a year, since STO went F2P, and the dilithium aspect of the economy has always bugged me. With so many items requiring dilithium it would only be logical that dilithium would be more abundant or accessible. But it isn't. Besides the 8k refining limit, a player has to play for hours to gather it up. That's fine for people who don't have responsibilities that take away from their game time. Not too mention, I find the dilithium mining near DS9 to be a complete rip off. After all the work you do mining, I feel like we don't get rewarded enough dilithium.
Personally, I am 31, married with a child on the way, I work a 40 hr a week job and I take psychology classes 3 days a week. I play STO at night after work as a way to wind down from the day. That only gives me about 2 - 3 hrs a night to play. Several of my fleet mates are in similar situations and I know that there are many more players out there with similar lifestyles. The way the fleet projects are setup, you either have to spend hours and hours and hours to complete them or spend a lot of real money to get the dilithium you need.
I know Cryptic and PWE need to make money off this game, that's what keeps it running, but the requirements for this stuff just seems way off balance given what is available. I have always thought that there should be some way for players to earn respective amounts of dilithium without having to grind or buy it. For example, give the fleets a holding project where we get our own dilithium mining facility. We spend the resources to complete it and upgrade it and in turn the fleet bank gains dilithium. Fleet leaders can then give permissions to regulate how much dilithium can be drawn out by each player each day.
Another option, allow energy credits to be traded for dilithium. Maybe a 10 EC for 1 Dil or 50 EC for 1 dil, just as examples. It would be better than that exploited zen - dil exchange thing. These high dil requirements are fine for players who have nothing else to do but play STO or for fleets with a high number of active players. But some of us do like to come on here to have fun and relax without spending half a day trying to earn just one type of resource.

Best advice - get off the game and spend that time with your wife - I know she would love it. Just friendly advice from someone who did not give his wife enough attention - and paid for it!

To Born2bwild1: I do it by playing from around 11pm to 2:00am. My work hours are 2pm to 10:30pm during the week. My wife is in bed asleep, but she knows that I play at night and doesn't mind because I get up every morning with her and help her get ready for her work. I spend my weekends with her instead of being online. My wife and I have had a system in place for many years and it works just fine.
One thing I forgot to put in my original post though, I think the Devs should increase the number of Doff assignments we are allowed to have open. I went ahead and bought the upgraded slots so that I have room for 400 Doffs, which allows me to acquire and donate quite a bit to the fleet projects. Even though I have over 200 Doffs, I can still only open 20 assignments. I think the number of available open assignments should go up with the increased slots. For every slot (basically every 100 doffs) you should get an additional 10 or possibly 20 assignments. It would encourage people to buy the slot upgrades.
As some of you may or may not have noticed, I have already updated the #2 post with the suggestions already listed, even thoose I may not like....
Since the thread is not about what I like and what I dont like, but what Cryptic might need to futher develop fleets, I found that to be the best solution.

Fleet mergers while retaining your original fleet identity (sections of a starbase) may help us small fleets advance, I have near a half million fleet credits... but since there are only a few of us left active we have only a level 3 fleet (starbase) I love the idea of fleet dil. (where does all that dil go? normally straight into PWE pockets)

If I am understanding this correctly...
Allow fleet members to purchase "Fleet Provisions" with Fleet Credits, just like we do with the "Embassy Provisions". Then institute a set of projects that actually use them (instead of or with reduced cost of Fleet Marks) and generate Military, Engineering, or Science XP.
I like it. The exchange rate would probably be similar to what it is with EP's. Small fleets could make progress with those projects at the cost of burning through their FC reserves.

1.) Currently we can monitor who deposits/withdraws items from a fleet's fleet bank, this allows fleet leadership to keep an eye on items as well as keep an eye out for potential abuse. EX: Ensign Obin withdraw on this date and deposited this item.
However there is no system in place to monitor fleet assets (weapons, shields, ships, etc.). You just get a board that tells you what you have but not who took anything. It seems odd that we can keep track of "standard" items, but ultra rare fleet items which cost the fleet time, dilithium and effort to provision have no way of being tracked. Even a system similar to the fleet bank system would be great.
Having spoken with some larger fleet leaders this is a large problem, as it basically becomes a "first come first serve" mentality. Some of the fleets keep a spreadsheet, but its often based on an honor system. This works for a small fleet but if you have 350 or more players this task is difficult.
2.) More fleet bank space...you can never have enough
3.) More fleet ranks, Champions has like 12+, STO needs more.
I like the fleet provisions idea talked about above, what would be really cool is if fleet provisions and embassy provisions (which are purple items) could be used to substitute for any needed item in a project. Cant find that Medical Doff on the exchange throw in a Fleet provision...

Problem here is: Timegated...
Most of the timegated content currently ingame, that I want to take part in is usually outside my normal playtime.
AND... we already know they have a randomizer running and working (Getting aid from the Enterprise F in romulan sector).
Problem here is: Timegated... not realy if thy would make a better timegate not every 6 hours for 1 or 2 hours.
They can make it like 1 to 2 you go there and it pops up from 2 to 3 not 3 to 4 there.
They can do that.
The randomizer is mestup like crazy then you get it like 5x in a row then like 15x not ( or more ).
Or even make it random with the randomizer and the abillity to turn it off for your fleet ( this is with small fleets inmind )

How about Bases orbit some plant that you could beam down to. Cryptic could add other projects where you could build things on the planet.
Fleet members could also do PvP and PvE on the planet surface.

For every slot (basically every 100 doffs) you should get an additional 10 or possibly 20 assignments. It would encourage people to buy the slot upgrades.

Since the thread is not about what I like and what I dont like, but what Cryptic might need to futher develop fleets, I found that to be the best solution.

If I am understanding this correctly...
Allow fleet members to purchase "Fleet Provisions" with Fleet Credits, just like we do with the "Embassy Provisions". Then institute a set of projects that actually use them (instead of or with reduced cost of Fleet Marks) and generate Military, Engineering, or Science XP.
I like it. The exchange rate would probably be similar to what it is with EP's. Small fleets could make progress with those projects at the cost of burning through their FC reserves.

However there is no system in place to monitor fleet assets (weapons, shields, ships, etc.). You just get a board that tells you what you have but not who took anything. It seems odd that we can keep track of "standard" items, but ultra rare fleet items which cost the fleet time, dilithium and effort to provision have no way of being tracked. Even a system similar to the fleet bank system would be great.
Having spoken with some larger fleet leaders this is a large problem, as it basically becomes a "first come first serve" mentality. Some of the fleets keep a spreadsheet, but its often based on an honor system. This works for a small fleet but if you have 350 or more players this task is difficult.

3.) More fleet ranks, Champions has like 12+, STO needs more.
I like the fleet provisions idea talked about above, what would be really cool is if fleet provisions and embassy provisions (which are purple items) could be used to substitute for any needed item in a project. Cant find that Medical Doff on the exchange throw in a Fleet provision...
