Since it's a support ship, you could try a torpedo build with 25 power to Weapons and 100 to Auxilary. Many players use this build successfully.

A good place to start is looking into a SS subnuke build. You use the SS doff that increases cool downs with SS 1 and 2 then run 3 photonics cooldown doffs and a Photonic shockwave 3 and a nadion detonator with the romulan torp. Build for counter measures and subspace decon. And damn I run that with my pre-made and they rack up so many damn kills from it

You might consider checking the Federation Shipyards and/or the Character Builds and Powers subforums. Also, consider posting what you intend to do in your Wells... Do you PvP, PvE, do you run STFs? What class are you (Tac, Eng, or Sci)? What role are you looking for? Do you want to do Support, DPS, Healing, etc? You mention avoiding a Drain Build, is there anything else you don't like/want to do?

My current favorite character is a Sci running a CC/Debuff build in a Wells. Offense revolves around Romulan Plasma weapons (including a constant stream of plasma torpedoes), Grav Well, Tach Beam, Trac Beam, TB: Repulsor, and rotating copies of AP: Beta. She's got lots of little procs for debuffs/extra dmg and a nice crit chance too.

Chained Emergency Pwr to Shields, Aux to SIF, and 2x Haz Emitters are her primary defense (the latter I use to support teammates, of course). I've also stacked 3x -Threat consoles with the intent to remain unnoticed. And if I do get too much focus, I pop my T5 Romulan Rep power, Evasive Maneuvers, and rabbit away. That brief cloak tends to be enough to break aggro.

She's very fun to play. I only run in PvE/STFs, so I've no idea how well she'd run in PvP. If you're interested I'll post the details.

You can find/contact me in game as @PatricianVetinari. Playing STO since Feb 2010.

Being a science ship that isn't a carrier or Vesta, the Wells is not good as a damage dealer, and it doesn't have enough hull to realistically work as a tank. You want a build focused around some combination of CC, healing, buffing, and debuffing.

isn't that power supposed to be used offensively? that cloak allows attacking and use of powers - of which science are boosted considerably - and shields for 8 seconds; seems a shame to waste it on evasion when there are tons of other things that can do the same, and don't take forever to recharge
Like special weapons from other Star Trek games? Wondering if they can be replicated in STO even a little bit? Check this out: https://forum.arcgames.com/startrekonline/discussion/1262277/a-mostly-comprehensive-guide-to-star-trek-videogame-special-weapons-and-their-sto-equivalents

I can't speak for it's intended use or what others use it for. In STFs, when I used it prior to a "big attack", I never really noticed much of a difference. My sensor scan, grav well, tach beam, etc. are all pretty well skilled normally, so maybe that +100 to Sci skills effect is blurred by diminishing returns. I don't know... That being said, the Wells doesn't have a lot of hull points, so if my enemy gets a lucky crit (that doesn't kill me outright) or I otherwise attract too much unwanted attention, I pop this power. Every time I use it as an "oh shoot!" button, it works perfectly to get me out of trouble. And because I do get to keep firing, it's a great "tactical withdraw".

I mean, I get what you're talking about, I'm not saying you're "wrong" - Only explaining my personal experience. :o

BTW, I used to use the Wells "rewind time" console for that escape, but that cost a console slot, not to mention didn't break aggro, so often still didn't save me. When I got this power and found it has an even better result, for "free" - I used the slot for another Sci boosting -Threat +Plasma console. :)

ISO is good havent used theta (iso for groups of targets tightly packed together, hits 3 in a row with growing damage, I want to see it used by a group all at once targeting opposite vessels for a cumulative damage effect)
