So maybe this is Working As Intended(tm), but the Turret Fabrication IV ability - now available on the Romulan faction Kits buyable in the Embassy - doesn't seem to be playing properly with the Armory Officer duty officer.
Normally, the Armory Officer has a chance to cause additional phaser turrets of the same type to spawn upon use of a Turret Fabrication ability (e.g. use Turret Fabrication II and get two/three Mk II turrets on occasion), but for Turret Fabrication IV it spawns instead additional Phaser Turrets of mark III, not IV. So you get one Mk IV "burst" turret and one/two additional Mk III turrets.
It's probably working as intended, because lets face it... 3 rom burst turrets would be OP as hell. Just one of those turrets is still a huge step up from the regular Mk III turret. Making more than one at a time could be... a tad over the top.

Still, if so then the least they could do would be to make some sort of note in the Armory Officer's description. Something to the effect of: "20% chance to produce [one or two] extra turrets but only up to rank III."
The fact that it appropriately matches ranks for three out of four available turrets is what seems odd (or at least odd without any explanation).

That said I kind of wish they allowed for Beam turrets. I miss those. Burst turrets look and feel weak(even though they do more damage)
