Amid all the senseless whining that went off today, I did notce that post. So maybe looks like we are getting an afk kick vote for PvP, cause that would be so awesome!
An AFK kick vote would be abused. The in game chat silence system already is abused to get people chat banned. If people didn't like a particular player, they could boot him or her out, even if they were playing and weren't afk.

As long as there is no automatic penalty then it ought to be fine. That way if you do run into 4 people who just think it will be funny, at least you only lose that one match.
This is the first I remember anybody mentioning that they can see if somebody is "letting the client sit." If player based afk reports are corroborated with this then maybe it could work.

The solution is to remove rewards for losing and paying attention to tickets generated about people AFKing/Griefing in a system that does not reward losing...and taking action so that the message gets out.

In other games that do vote-kicks, the only time it becomes a real issue is when most of a party queued together, and they want to get rid of the one PUG to make room for a friend of theirs.
But other games do it, and it has been well-received by the player-base.

WoW does vote-kicks; the system works well for PvE, players generally like it, and abuses are rare enough that they can be dealt with by GMs. It works less-well for PvP because it takes long enough that a PvP team is likely to already be losing before a player gets kicked. Still if AFKers didn't get their dilithium, that would at least keep them out of the queues.
If Cryptic even just made it policy to consider AFKing a form of griefing and started punishing people when it was reported, that might help.
I'm given to wild speculation with little understanding of the game code. In that spirit, I seized upon the phrase "letting the client sit there." AFK reports don't have to boot the player necessarily. If there's something the devs have that can monitor activity level my wild speculative idea is that it could be activated when people start to report the afk'er. Once some logs are generated for a player showing the behavior they could be subject to whatever actions are appropriate, hopefully from a live person.
Automated boot/kick by vote doesn't really solve anything in the long term. Sure they're gone from that match. We need something that draws attention to a person's behavior and creates a headache for them in the form of dev/mod action, something that is longer lasting and more of a pain than getting booted just to re-que. Also, something that gives a person a chance to defend themselves if reported. I was in an awful match a few weeks ago with multiple players with less than 11k damage on the board at the end. If people get voted/reported for being new and doing next to no damage there needs to be a way to protect them.

Um, I used to play DoTA and it was abused often, if nothing else for lolz. Tbh, I can see it being worse in this game.
For example, player X is new dies quickly and gets booted instead of given a chance to learn through experience.
Or 3-4 pseudo Fleet RPers join, and kick players X and Y for using the a non-canon weapon type/skin/ship name etc.
Someone gets bored and tries PuGGing an off the wall lolz build, they get booted.
Someone uses an FoTM OP/Broken ability and gets booted despite everyone else using some other form of OP/Broken gear/ability.
A group of 4 team/Fleet PuG and have a Healer they get teamed with. They boot the Healer b/c they were "doing it right".
Someone decides they want to just Dogfight in C&H and gets booted for not capping.
Don't get me started on PvE. I've pugged w/enough know-it-alls in STFs this is just a bad way to solve the problem.
Let's be honest, there's already an easy way to solve the problem that's in the players control, use private queues.

Considering how polarized the ground community is, I can definitely see afk-kicking being abused for active players. Especially the people who brag about numbers despite being a laughable detriment to their team and want to get rid of any competition for top spot on their team.
Kickvote systems are always abused. The effect may not be as widespread in STO due to the smaller, more tight knit community, but it will be abused. Trust me.
