Respec'ing.

I was at Deep Space Nine, and was trying to use a respec token (I have 6) to respec my ground abilities, and everytime I hit accept, it changes, but then it goes back to the way it was a few seconds later, and the respec token isn't spent.
Is it a thing of I've gotta do a full respec instead of a partial?
Also I've noticed there's a possible 300000 for space and 100000 for ground, since the post f2p system was implimented, I'm guessing I can't get both to their max, or am I missing something?

Can't respec whatever i do or try.
im only trying to change a few skills
i havent tryed a total respec yet
