We have Fleet Starbases and Fleet Embassies. We also have the new reputation system.
I think it is time for private quarters on ESD and on Qo'noS.
Using the same mechanic designed for the fleet starbases can be used to provide people private quarters. Start with maybe two or three options (or tie them to the careers) and have all of the trophies, accolades, and other decorations available for unlock. A new player would have a blank room while a long term veteran would have what is essentially hoarder's room.
This would be a great way for people to see what they have accomplished as well as invite others to see what they have accomplished. But we could also have special projects where different decorations are added to your quarters. Perhaps they could release a fish tank, or a model of the Enterprise F, or even different pictures.
The system is already in place and all you would need are some designers to build the quarters and the rewards. *ahem*
This had been discussed long ago, but I think we finally have the foundational requirements to add this to the game.

I'd prefer having this functionality on board our starships, as part of a major interior revamp.
ESPECIALLY if our quarters had a footlocker of some sort, or access to the Cargo Bay (in other words, the character bank). What would be even NEATER would be some kind of decoration area. You could choose paintings, a screen with a starscape, or maybe even a weapons rack (a mini-bank, not accessible from your regular one, where you could store ground weapons and they would display on the wall).
And, of course, our quarters need to have poker/tongo tables (Feds get poker, KDF gets tongo, they're both effectively the same).
I like it both ways. Being an Admiral, having an office on ESD as one personal grind and another aboard ship to fancy up your Quarters and Ready Room would be another.
How would that work, since there are so many different "instances" of ESD?
The same way it does on Mol'Rihan with the Embassy: All it is is a door. When you use the door, it loads up what you have and generates your private instance.

Or an option at the turbolift. There are plenty of ways to do it. Like bridges and fleet bases, you invite people to your room. That way they end up in the same instance as you.
Another way to do it is to provide a whole floor of prebuilt rooms you can visit with your room being the one at the end of the hall. Your room responds to your work with the other rooms can be controlled by the devs as teases.

They can. All you have to do is invite them. I suppose a more appropriate analogy would be your ship interior, but the Embassy works pretty much the same way.
I like it both ways. Being an Admiral, having an office on ESD as one personal grind and another aboard ship to fancy up your Quarters and Ready Room would be another.
I suppose we could create a Foundry mission called My Personal Quarters. Probably would be just a few rooms with no functionality.

Personal quarters are where Captains could have changed their clothes just like how the Holodeck could have been associated with foundry missions.

I'd prefer at least 3. One on the Fleet Starbase (if you have a fleet), one in the Sol system (be it on ESD or on Earth somewhere, this would be like your "off-duty" quarters), and one shipboard (that would stay the same no matter your ship).
I remember transporting down to DS9 for the first time. The awesomeness of being able to walk about the familiar starbase ... and then discovering ugly ramps, and made up rooms was disappointing. I'd love a redo of DS9 to include the habitat ring, with a comfortable hotel feeling, and personal quarters. Especially now that much larger environments are capable (eg New Romulas).

Yea, I wouldn't mind getting a canon Promenade, either. Quarters on DS9 might have been nice before Season 7, when you spent a load of time there for STFs, but now it's a ghost town. Not as much point there anymore. Would still be nice, though. Or maybe on Bajor, in Hathan.
I wouldn't mind taking up a residence on Mol'Rihan, however, if you earned it (a Reputation reward, maybe Tier 5, and with something extra for having it there).
Actually, come to think of it, you could have available plots on almost every Social Zone world. That way, RP'ers playing Vulcans or Andorians can have a place on their homeworlds, and I know a FEW people that would live on Risa.
I could see doing it in different locations. Again, the fleets are already customizing two locations, it should be easy to adapt for the private quarters.

Also, it'd make sense to max at about 3 (Fleet Base, Ship, and 1 Social Location). However, at an EC cost, you could still move your Social Quarters to a different one (EC amount would vary depending on customization level and distance between old and new - Someone's gotta pay the freighter captains).
But I wouldn't call interiors functional to make me want to go back. I never visit my interior because... well its boring. They were never really finished.

There are some unique DOff missions. Tribble gene splicing, counseling sessions, Culinary Credentials. Nothing that gets anyone off. Usually, I stick to my Department Heads until I can't do anything anymore. But you are right, interiors really have no use. They're not done. And the "Captain's Quarters" on-board are bare-bones, bland, and totally useless. Better to implement a system for it.
Doesn't Champions have Hideouts? All the STO team has to do is request the code branch and translate it. Then again, CO also has vehicles, but we don't have those yet, either.

Hmm. I was under the impression they had a function. In that case, take the code, translate, and add functionality. Then send it back and let them use the upgrades.
It seems odd that people essentially want a thing that already exists.
The interior starship in general exists as the 'hideout' or player base. It's visually customizable, it has little quests and places to visit, it has stations to access doff reports. You can invite people to it already. There's a trophy room already. This feature is already here.

Yes, but not only are those almost never noticed, they're non-functional, non-customizable and don't give you the feel of quarters.

How it might be possible: Could mimic the Foundry, where you have access to an Editor and move furniture around and position it to how you like it.
