Embassy +1 Doff Assignment Slots Missing?

According to the GUI and stowiki when you finish the tier 1 embassy recruitment upgrade you unlock "+1 Duty Officer Assignment Slot". My fleet finished the upgrade but noone has received and extra assignments slot, nor do i see anything in the embassy that would allow us to access this. Is this a bug or are we missing something?

Edit: Not bugged, for anyone else trying to figure this out you need to buy the assignment slot from the consumables vendor in the embassy shuttle bay. Its not temporary as far as i can tell, yet for some reason its sold at the consumables station.
