I noticed this in 310.70, both beta and WHQL, plus the new 310.90 WHQL that was released tonight. Walk around ESD (Particularly the tailor/consumable area), and watch everyone's head flicker.
That if the NPC you talk to when you dock doesn't have his head disappear first.
I'm using these drivers on both my ASUS laptop and Desktop (with everything in STO pretty much maxed with the exception of anisotropic filtering and AA (at 8X); and I have not experienced the issues you describe on either computer. (Nvidia 460M on the laptop and a GTX265 on the desktop <--- upgrading this particular PC later this year, but IMO it still runs STO fine at max settings.)

I just downloaded the very latest nvidia drivers.. I have seen this head issue a couple times... also, am I imagining things or with these drivers, are there more hitches and stutters? This seems rampant on ESD, but that could just be the game....

its not only a Win XP Prob and it don't affects all Nvidia Cards.
Its also not an STO only prob.
I couldn't use anything with the 310.xx drivers (Win 7), 304 works great for me.

I have same graphics chipset as OP and are running Windows 7 64-bit with latest drivers always, no problem here.
Worth mentioning perhaps is that I use to make a clean install of the Nvidia drivers, you can select that option on install.
i tried clean installs too and had contact with nvidia support. we tracked down the prob to the drivers - took a week. also in other games forums many users - not all - had the same probs with 310.xx
Maybe the MB Chipsets/Ram and/or other devices interfere with the drivers too.
I have a Nvidia GEFORCE 660 Ti Card and i did updated it like 2 or 3 days ago and i just see flikering of npcs or players onto disapearing will i need to wait til STO updates it or Nvidia?????
I upgraded to the 310.xx drivers the other day, as I seemed to be getting a lot of bluescreens which I thought might be caused by the previous drivers I had. Although I haven't had any bluescreens since, I get the dodgy flickering effect on a lot of textures, such as the Breen ship skin and my main char's pants.
Is there any official place we can get slightly older drivers from? I don't want to go back as far as 306.97 as I think they are what caused my previous bluescreen problem.

I use an ASUS Geforce GTX 660 Ti and am running the latest driver from the Nvidia site (i.e., 3.10.90 WHQL). I am using Windows 7 64 bit.
I can easily reproduce the flickering head problem you mention IF I use Direct X11.
Changing the video card options (in-game) to use Direct X9 and restarting the game, fixes the problem. I've been trying every release from Nvidia to see if it fixes the flickering problem while in DX11 and have had no joy. I am forced to switch back to DX9 every time.
I wish they would address the Direct X11 issue though.

at the moment ive turned all sto settings to low or off (makes it alittle bit better) because the game is unplayable espcialy when u use mouse to look around the game stutters and laggs like crazy.
have tryed dx9 and 11x
im only having probelms with STO all other games work fine. crysis 2 metro skyrim etc.. all work fine with setting set to bloody hell.
i had massive problems with my card in the beginning and did all that was aforementioned with no success. what worked was to change my clock speed on my shader setting. the higher the speed the more problems i had and dialing back worked. try this.
I have the same problem with my 560 Ti and I'll roll back to 304.
At least we can roll back to older drivers since we have regular driver support unlike those idiots that use the onboard Intel cards who screamed and complained at Cryptic when their game stopped working and all they had was a two year old driver to mess with.

I use windows 7 32bit with Galaxy Geforce GTX 560 with most up to date drivers and have not run into any situation you all so speak of. I don't mess with really any of the graphics setting other than if they allow certain shadows to be turned off and to sync refresh rate with monitor is all. These are just performance increasers for me is why i switch those is all!!!

Thats your CPU i hate to be the guy with bad news but STO isn't graphics heavy its CPU heavy and your CPU in no way can drive an SLI GTX580 setup combined with the CPU bound problem already and your actully hurting your preformance in SLI. Either upgrade your CPU to intel Core I5 or diable SLI for STO. The other games are GPU bound and you wont notice your CPU bottleneck becuase they do a lot less CPU work. I'm sorry but Phenom II competes with Core2 in IPC and you will get the same problems with a Core2
I've got the same drivers and they work fine for me? I've got 2 GTX 260's and Windows 8 64 bit and a Sandy Bridge I7. I can't say that I've noticed anything like you describe.

Unfortunately the 9400GT is a completely obsolete card at this point - it was an entry level card in it's time, and although the 8xxx/9xxx nVidia cards have aged well, after 7ish years they no longer hold up to modern titles. If your the rest of your system is about that vintage, your best upgrade path for the lowest cost to see distinct improvement would be one of the AMD A series APU - in the sub $200 range you can get a motherboard/CPU combo that integrates a graphics solution well above the 9400. If you are not running DDR3 in your current rig, you may need to shell out a bit for some new RAM as well.
If the GPU is the oldest part of your system, i.e. it's an old card you stuck in a new system, shop around for refurbished GPUs - eBay, Microcenter, and Amazon are good places to try - for instance, I just purchased 2 refurb nVidia GTX 460s for an SLI setup for $35 each at my local Microcenter. Shop around and see what you can find!
My guess is "hope" keeps people not playing but posting on the forums. For others, its a path of sad realization and closure. Grieving takes time. The worst "haters" here love the game, or did at some point.
