General:
Embassy Update: - The Kit Vendor will now properly unlock upon reaching T1 Recruitment, instead of incorrectly requiring T1 Diplomacy.
Romulan Reputation Updates:
The Tier 4 "Romulan Plasma Torpedo" project now properly rewards a "Romulan Hyper-Plasma Torpedo Launcher" instead of the Rapid Fire torpedo.
Players that have already completed this project will find the torpedo they previously acquired has changed from the Rapid Fire plasma into the Hyper-Plasma Torpedo, which will now also register as part of the "Romulan Singularity Harness" gear set.
Players under max level will be able to travel between the System and Embassy maps on New Romulus.
Updated the tooltips for the Queues header in the journal.
Searching for Foundry missions will no longer always report that the search failed, even when it's successful.
Resolved an issue that caused the gameclient to freeze when being auto-teamed for PvE and PvP maps.
Resolved issue that occasionally caused character creation to fail when creating a character for the Foundry editor.
Resolved the issue with all Defera zone missions that caused them to fail to turn in with an Inventory Full message.
Systems:
Drastically reduced the shield healing provided by Superior Shield Repair.
Fixed a typo in Reactive Shielding.
Sensor Targeting Assault will now properly apply a 12-second Placate Immunity effect to the target after it expires.
The different ranks of Covert Operative now have different display names.
Emergency Secondary Shielding should now work properly.
Reactive Shielding should now work properly.
Reactive Shielding and Emergency Secondary Shielding now heal for flat values rather than a percentage of your maximum shields. This should generally represent a performance improvement.
Quantum Singularity Manipulation now also increases the Starship Shield Systems stat while it is active.
Changed the icon for Sensor Targeting Assault to a more appropriate icon.

Thought something wasn't right, but a nice bonus, since I was pretty much invincible in PVE. Pity none of the very old continuous bugs still haven't been addressed. This 'fix' is up there with the exiting mountain pass whilst lying down. Mountain Pass working yet? I haven't done it in awhile. Managed to complete it whilst it was bugged before and after patch... also didn't work for me on a couple occasions after the patch said it was fixed.
No fix for the tray bug/s introduced recently? I used to be able to swap my personal gear out and it would change in the tray as well... no longer. Borg tractor beam as well. I see there was something in other notes about tray power, is that related or totally different?

Zero, all the Defera Invasion Zone zone wide missions that reward Omegas are doing it. The zone wides that reward anything else complete properly.

Does this mean I can finally do the Embassy Officer of the Watch Dailies? Cause that would be great. Especially since non-max players only have so many options for Fleet Marks.

Ok, did some tests on tribble again. Apparently it is really just a change of names regarding Romulan BOff traits. These traits still don't have any effect at all. You know, Cryptic, it really doesn't matter how you guys call traits in STO as long as they don't even work.
Really over compensating. Yes I'm in space and checked it. Reason why superior shield regen was op was because it was 1200+ shield regeneration every 1 second.
You basically mad that ability 10.5 times weaker! Perturbed I am. 600 regen every 6 seconds would be okay. Would be 8 times weaker.
I'm in a breen cruiser. Escorts probably even less healing. One shot from a dhc does more damage then this heals.

All they had to do was change it to heal ~1000 per 6 seconds. Then from there, they could see if it's still overpowered or not and make the appropriate adjustments to balance it out.

On an Escort approx 260 so times that by four for each shield facing 1040/6 = 173.3333 (to get one second). Lets assume the enemy is doing 5000dps to you if so thats 5000-173.333 = 4826.667. 4826.667/5000*100 then take 100 and times that by -1. Which makes 3.5% Resist. Higher if the dps is less, lower if the dps is more, so its not terrible for a passive but it isn't anywhere near as good as the +30 to weapon damage.
What I want to know though is wiether the other tier 4 Omega passive works with only DEM, the bleedthrough only works with DEM or it works with any energy weapon (or just cannons or something)?
Edit: Against borg the passive would be as good as +30 weapon damage since borg don't do anywhere near 5000dps usally, was speaking from a PvP standpoint. Cryptic did listen to certain people who were right in saying the passive at 1000 was to powerful.

The real question is did they actually fix the bug, which was that is was ticking every second. If they didn't fix the bug but simply adjusted the value, it'll still be pretty powerful. If they changed both, then yes, it'll be pretty weak and ill definitely be getting the damage proc.
But the lack of transparency here is pretty disgusting. We shouldn't have to guess and self test to figure these sort of things out.

I'm guess they missed the point entirely.
I wasn't the value every 6 seconds.. it was the value every 1 second because it was ticking each second instead of every 6 seconds.
Perhaps cryptic QA uses the game's combat log in order to test. hahah.. wouldn't that explain a lot since they didn't include the passives in the log to begin with.

Does the Threat Generation proc also affect the defense bonus from Captain Threat Control skill? Also, what does "when active" mean in the tooltip?

And a bit unrelated bug, but the fermion transceiver console still doesnt repair the shields of allies.
Tired of having to fix my UI Toolbar everytime I switch Devices or Set pieces, and not having the NUMEnter Key being a seperate keybind anymore.
And the new Turret Flamethrower is a massive lag bomb, that needs to be toned down as well.
Not to mention the CTD's entering Qo'nos, returned in the last patch. :mad:
