The grind to 20000 fleet credits is not that long, getting the 4 modules takes as much time as any other ship. Most fleets are up to tier 3 SD already so this should not be a huge deal grind wise. I do feel for the smaller fleets though.
As others pointed out, its not the fleet credit, its the getting the starbase to tier 5 and upgrading the shipyard as well stocking it that take a lot of efforts. This is hard on small fleets unless they have a lot of patience.

Sorry, but if you want your top tier shinny you going to have join a real fleet or be willing to pay a large fleet for a ship
I've got no problem with large fleets getting a reward for essentially being "large." However, I DO have a problem with large fleets getting this particular reward. Why do this with such a "mass market" ship? Give large fleets cool original ships, or configurations of this and other beloved ships with the same stats but more univeral boff slots...or maybe unique skins.
In this case, it is the exclusivity of the Fleet AC that's really grinding my gears.
But yes, paying a big fleet, if this is Cryptic's final decision, would be something I might try. However, the concern is getting ripped off...how about if this doesn't change, putting in a secure way for big fleets to sell eqipment and gear to non-fleet members? You know, like the trade window. This way everyone wins then.

I got my Fleet Defiant from another fleet.
Ultimately, it boils down to what you want to pay, and what they need. If you've got lots of Dilithium and lots of Fleet Marks, you can probably find someone who's willing to sell you a ship.
The tricky part about getting a Tier 5 Fleet Shipyard ship, though, is that it's likely a large fleet that doesn't really *need* anything. Still, you'll probably find someone out there willing to sell you access to it, and it's very convenient since you can complete the whole transaction in ESD's shipyard.

I have actually. I paid i think it was 7mil to get my Aquarius Destroyer from another fleet
and b4 that i think i paid 5mil to get an escort retrofit

You know, I've seen a lot of people take "little things" in this game pretty hard over the time I've been here, and each time I sat back and wondered why. People would rant and rave, and I don't think I ever really understood.
However, I now get it. Making the Fleet Assault Cruiser a tier 5 fleet ship was the "little thing" for me. The Regent is the first ship in this game I really "loved," and now I'm not going to be able to fly her without feeling underpowered (still gonna do it anyway though), knowing that there is a better version out there that will never be accessable to my fleet of modest means.
I don't really get the logic behind the decision, so let me just say this...to all of you who've been burned by a similar decision, I now feel your pain.
I guess on the bright side, there is now no reason for me to spend real money on fleet ship modules...
Thank you for feeling our pain. I hear you and sympathize my friend. I would rather like one of the fleet ships that is well out of reach so I am in a similar (but in this case amazingly different) boat.
I spoke briefly to Branflakes on twitter. He's referred the Devs to this thread, so there's an outside chance that this will be changed. I'd watch for tonight's patch notes to see if anything's going to change.

Then make the fleet version of the ship available as a single character unlock for, say, $15 worth of ship modules.
It's fair, and they still get their pound of flesh.
The way they're doing it now just makes folks mad, for no real reason.
