I'm sure it will be on the C-store as Andorians are a founding species of the federation and gen only time a ship will be put into a lockbox will be due to CBS only wanting "limited" amounts of faction agnostic ships in the game.
Probably will be available come February for the 3 year anniversary.
Stahl stated the Andorian ship is slated for January during an in game Q&A last week. Considering it was promised around the same time as the Vulcan Sci ship it's been a long wait

With out a dev confirmation (and you aren't going to get one at this stage), it is impossible to say definitely whether or not the Andorian Ship(s) will or will not be a C-store item.
That said, It is a very good chance. Unless the make a free one, which I doubt they would do.
As for a potential for it to be a Lockbox, There is next to no chance of that. As stated, Lockboxes are for ships that CBS doesn't want in general quantities, because it would not be IP appropriate. For instance, It is unlikely that the Federation would have a Galor or D'kora.
However, (and again pointed out earlier) The Andorians are founders of the Federation, Like the Vulcans, So there is no reason you wouldn't have Andorian Ships.

CBS must have a fairly loose definition of what ships are allowed in significant numbers, what with the Caitian Atrox being as common as it is these days.
Not that I'm complaining, I'm no "all ships must look 'Starfleet'-like" moron. Starfleet is not the end-all-be-all of the Federation, especially not its individual races' cultures, aesthetics, and yes, its militaries. So yes, more diversity is good. If nothing else, the state of the galaxy in STO is the perfect kind of situation to encourage or even demand diversity.
And I remember reading somewhere that the Andorians are the only ones in the federation who still have their own fleet.
Regarding the C-store, an Andorian escort makes as much sense than a Vulkan science ship. Because I don't believe that the Vulcans would only rely on starfleet for scientific missions.
