This is important for my Vesta build plan, it all depends on the if the 360 degree Cutting beam can use target sub-systems.
Thinking of running,
Fore: Aux Dual Cannon, Quad or Dual Heavy Cannons and Quantum or Temporal Disruptor Device
Aft: Kinetic Cutting Beam and 2x Turrets
Along with either an RCS or a Tachyon Converter to give it best turn for the cannons. Still working out which variation would work best fore me.
What is the Kinetic Cutting Beam? Kinetic sounds like something physical/concussive like a torpedo but cuts and in the form of a beam... It sounds like LONG hacksaw blade.

Given it's rep requierments no one's going to have acess till at least a couple of weeks after release. I don't think the rep system has been on tribble long enough, (or the STF's well played enough), for anyone to say.

What? No. Unless the threading on the forums has gone weird, this is a thread about the Borg Kinetic Cutting Beam that players can get via the Reputation System, not the Vesta C-Store ship.
Edit: I kinda see where you might be coming from if you were searching for 'Vesta' and this thread came up without taking note of the title. The OP was talking about using the forth-coming Cutting Beam on a Vesta, but at the time carl103 posted, few to no people had the Reputation tier and project unlocked to get the Cutting Beam to be able to check if it could do Subsystem Targeting (It cannot, it turns out).
Not a 4th, just a cannon build for the Vesta that would utilize the Kinetic Cutting Beam as a 360 beam turret to use the build in Subsystem Targeting ability.

Funny how it has turret description...some things never change in STO.
Additionally with no consoles that boost kinetic beams, it seems like it might be a bad idea to fit one. Really, if Cryptic want to go with cutting beams, the Borg cutting beam is anti-proton and I believe it might have increased shield penetration. Why not give us that since the other two items from the set are salvaged Borg gear? Then that at least would be affected by consoles many of us have (Still should be able to use Boff abilities).
That's a good idea--make them an Antiproton weapon with a Transphasic-like 40% shield penetration.
