Tailor not working on my Marauder enemy faction boff?

I reached Marauder for the first time on a KDF. I chose a trill boff, and on the first screen it allowed me to set a name. However, I cannot modify ANY single detail on anything, clothes, hair, physical features, nothing. It all snaps back to the default any time I try to adjust anything.
Nothing is modifiable. What gives?
Oh the other hand, I was able to modify a uniform on my player (not this boff, just my character that owns the boff) and that worked with no problems.

On the Fed side you to talk to Ambassador Sugiro or whatever his name is in Quinn's office. Or the duder/ette standing next to him.
Anyways, in there. No idea about KDF.
In the barracks there is a Nausicaan, can't remember his name but he stands on the level above the boff trainer on the left side of the room as you enter from the main city.
Since they first came out, there's an old thread about it that dates back to then. The devs said "their best men are on it" but alas they still haven't fixed it. Funny thing is, there is a way to edit them via a console command but still, it's been 8 or so months and still not fixed.
