Im am currently using an unpacked mirror qin- will it stay the same and only the packed ones changed back- or will this change be retroactive and I will find when I come back after, that my tactical slot has now change to a engineering?

Why should I bother to play a bugged game when its makers can't be bothered fixing it?

Will the players who have already completed these doff assignments before the patch automatically gain the numeric rewards, or will we be left with a feeling of being ripped off?

In last 20 days IIRC there was a maintenance lasting 2-3 hours - four times.
Never seen a maintenace so often in any other game, is it really normal? I mean... I live in Europe and "weekly" maintenace happens at 4PM here every time, and as it happens, the usual time I can afford to play play the game is 4 at PM. Well... Could play, but because of frequent maintenances at the same time... I can't.
Apart from that I'm also curious that things I've experienced myself, story mission bugs to be precise, are not fixed in any of those four maintenances I've seen so far. Luckily game restart will fix the problem and enable you to finish those missions without replaying everything from the scratch so perhaps these often "cosmetic" fixes are a priority...

Weekly maintenance is normal for most MMO's. They need it to a) patch bugs/add things that are scheduled and ready to be put into place, and b) refresh any lingering memory issues/clean up any db snafu's.

Yeah, I saw this last week, and this week too because I I can't get Trillian to connect to the chat servers. It's only temporary and should be fixed by the time the shard is unlocked I think. Otherwise there will be a lot of angry lifers.
Yes, server maintenance time is the same exact same time every week for usually the same period of time. And yes for as long as I've been playing (Jan 2012) and from what I've made out from the 1000 day vets, there has been at least one maintenance every week at this time. At least you weren't here back in April and May when the servers would crash at like 10 PM CT almost every day and we'd have to wait for all the Devs to get recalled and then spend 4 hours trying to fix the problem. At least we know this is coming.
But anyway, routine maintenance is done at this time because the Devs say this time of day is usually the slowest part of the day for the servers. Thus the fewest people are affected by the servers going down.

According to the information on the german launcher, the game went down an hour too late and should be up every moment...
I'd guess cryptic messed up with timezones and summer-/winter-time here in germany again...

I've seen this said before, but I do the tour quite often and have always gotten "paid". The only time I am aware that you don't get paid is if you're at the cap of the particular XP or EC (for instance, you won't get paid any more Trade XP if you're at 150,000 trade)
I used to think that every sector pays EC and XP, but recently realized that is not the way it works. You're paid after completing each collection of blocks of space (Federation, Klingon, Romulan, Cardassian, Deferi, Borg, Undine). You get a bonus payout for completing all of them and turning in the mission.
You have to complete all of the sectors in Alpha Centauri, Iota Pavonis, and Psi Velorum sector blocks in order to get paid for Romulan space. Deferi, Borg, and Undine are each just one sector block, Fed and Klingon space sector blocks depend on whether you're running the tour as a Fed or Klingon.
Perhaps you've been under the same misconception as I was, in thinking that each sector is supposed to pay out. If you're not getting paid for each collection of sector blocks, and are not capped, then you are experiencing some sort of bug that is not across the entire population, because I have not heard of it nor experienced it.
