  I had that happen for another rank. You have to talk to him again and start the mission again.

  AS far I as know, Gold members only have the free vessel at every rank.

  commander, captain, etc all get free ships.

  Sorry for being such a noob, but which mission would that be? I leveled up in the Starbase 24 defense... should I just wait until lvl 21?

  starting with lvl 10 and ending at lvl 40...every 10 lvls (so each new rank) both Silver (F2P) and Gold members get a free ship...with Gold members ALSO getting a free respec token.
